EARLY TIMES REPORT

SAMBA, Oct 7: Several panchayats in Samba district have reportedly boycotted Back to Village Phase-III programme terming it eyewash and wastage of public money by organizing such programme as the problems highlighted in the meetings are hardly addressed.
The B2V Phase-III which started in Block Ramgarh of District Samba wherein the concerned Sarpanch Vijay Kumar Panchayat Halqa Chak Slarian along with the Panchs boycotted the B2V Programme as soon as the nodal officer Mohd Ishfaq along with other officials reached at Panchayat Ghar Chak Slarian Block Ramgarh.
While talking with the Early Times correspondent, Sarpanch Vijay Kumar told that the B2V is only an eye wash. He said that we had hoped that the development shall be geared up by way of B2V initiative. He said that the works recommended by the Panchayat Members while B2V Programme Phase-I & II have not approved till now and accused that the B2V is meaningless.
He further told that a few days ago they met with the Deputy Commissioner Samba and apprised him regarding their grievances but no response has been received in this context. He lambasted the Govt. that on one hand the Govt is emphasizing to strengthen the PRI but on other hand the work recommended by the Panchayat Members are considered. The pick and choose method is still adopted by some departments. The Govt is not implementing the 73rd Amendment of PRI. The judicial committees have not been approved. Many matters can be solved if the Panchayat can be constituted fully. When it is enquired from nodal officer Mohd Ishfaq, he told that we have requested the Panchayat members to attend the programme and told their demands but they refused to attend the programme and he told that information regarding the boycott has been submitted to Deputy Commissioner.
