Foreman can become Deputy Research Officer | R&B’s Erroneous Service Rules | | Early Times Report
Jammu, Nov 19: Those at the helm in R&B are maintaining a stoic silence over making requisite and much needed corrections in service rules including the infamous SRO 297, leaving the deserving and meritorious engineers in lurch. Even when at present the department is readying itself to create a digital database of its employees across the Union Territory, the authorities there aren’t even giving a damn to spare time and ensure that the error infested rules are corrected. Sources informed that contrary to the tall claims of rectifying the wrongs of the past regimes in Jammu and Kashmir, R&B seems to have been concretising the blunders that the past governments committed in engineering service rules of Jammu and Kashmir. “The fact is that the rules have gone for a toss within the R&B. Even when the present dispensation is presenting itself as saviour of sorts, the correction in the service rules of engineering cadre have been kept in limbo. There is a least attention being given to it. For the past 14 years, the government has shamelessly failed to rectify the errors in single SRO 297. Now imagine the insidious situation of the department,” said, an official of the law department privy to the fiasco. Meanwhile, the SRO 297 in question is strewn with the wrong details and typographical errors. Ironically, the R&B hasn’t addressed a single error so far. In SRO 297, the error has not been rectified for the past 14 years. The post of Deputy Research Officer in the promotion the category is required to be filled from the post of Assistant Research Officer with experience of 3 years on the post, the SRO297 dated 14th September 2006 has erroneously injected a bracket which reads as 50% by promotion from class V (I) which in the said SRO wrongly pertains to the post of Chief Foreman instead of Assistant Research Officer, PWD. As per the SRO, there are 02-No. of sanctioned posts of Research Officer in PW (R&B). While one is to be filled by direct recruitment, another is required to be filled by promotion from the category of Deputy Research Officer who possesses BE in engineering or AMIE Section (A&B) with a minimum 5 years of experience. However, in SRO-297 dated 14th September 2006, the category where an officer can be promoted has been wrongly mentioned as Category B Of Class IV which in the said SRO pertains to the post of Assistant Engineer, Technical Officer to Executive Engineer and Store Officers. |
