Jammu, Nov 21: The Public Works Department (PWD) has come under scanner for its irrational functioning by executing hundreds of road works amounting to crores without Detailed Project Reports and administrative approval in violation of rules and regulations. Moreover, the casual approach of the department in taking up road projects without following guidelines has increased the risk of abandonment of many projects. Sources said that over 200 road works were executed without DPR on which expenditure of Rs 250 crore was incurred and most of the road projects were not administratively approved by the competent authorities. They further informed that around 130 projects were taken up in Jammu district without DPRs. Similarly 50 projects in Rajouri, 10 projects in Poonch, 35 projects in Kathua and many projects in Kashmir division were taken up. Sources informed that as per guidelines envisaged in Financial Code no works should be commenced or liability incurred in connection with it until Administrative Approval has been obtained from the authority appropriate in each case sanction, either special or general, of competent authority authorizing the expenditure has been obtained, and a properly detailed design and estimate supported by complete details such as schedule of all items, quantities, rates, cost, drawings, specifications, rate analysis etc., has the sanction of the competent authority. They further said that it has been observed that departments always adopt prohibited methods by preparing abstract costs of these works and by sending the same to higher authorities and after which funds are released. But the fact of the matter is that execution of works in the absence of Detailed Project Report and Administrative Approval cannot be taken up for execution.
