KUPWARA, Nov 24: District Panchayat Election Officer (DPEO), Kupwara, Anshul Garg on Tuesday said that preparations and arrangements for upcoming DDC polls are done as officials from civil and police administration has been put on alert to meet any eventuality.
He said during first phase of DCC polls that are scheduled on November 28, the district administration has established 71 polling stations where advanced arrangements have been put in place.
"All arrangements including dispatch of polling material, security deployment, road clearance, deputing officials at local levels have been finalized for the smooth and fair conduct of DDC polls", he said.
The officer added that ahead of snow, the administration has put in place road clearance machines which will provide BRO, R&B and PMGSY like departments.
He added that amidst unabated ceasefire violations on borders, the administration has taken concrete efforts in order to ensure the cast of ballots by border residents.
"In case CFV's happen on polling day, the arrangements for shifting of border residents to safer places have also been done and officials deputed for the task have given clear directions for free and fair conduct of elections", the DEPO added.
DPEO also reviewed the arrangements for phase-I of District Development Council (DDC) and Panchayat by-election being held on November 28 in the district.
According to him, 03 DDC constituencies viz. Kalaroos, Kralpora and Tangdar are going for polls on November 28 during which all border and hilly areas of the district including Karnah, Keran, Machill, Jumgund and Kumkadi have been covered.
As per the details, 29 candidates are in fray in these 3 DDC constituencies including 6 in Kalaroos, 10 in Kralpora and 13 in Tangdar. Among these 29 candidates, 3 are from BJP, 3 from Apni Party and 1 each from PDP, PC, NC and INC besides 19 Independent candidates are also in fray in these constituencies.
Similarly 20 Sarpanch and 96 Panch candidates are contesting on non-party basis from 8 Sarpanch and 79 Panch seats respectively in these 3 constituencies.
The DPEO further said that 74683 voters including 39000 males and 35680 females besides, 3 others are going to exercise their franchise in these 3 constituencies.
Adequate measures have been taken to ensure security of contesting candidates, polling booths and staff besides all arrangements has been made to ensure smooth conduct of election, said Garg.
He further said that training for phase 1st has been conducted and the staff has been detailed for deployment of duty at their respective locations, adding that polling material and staff for border areas have reached the respective destinations.
The DPEO said that Strong Rooms/Counting centres have also been established at ITI Kupwara, JNV Potushai, ITI Handwara and Mini Secretariat Tangdar.
The second phase of the election shall be held on December 1, the DPEO added.
It is also learnt that 190 nomination forms have been received for phase fifth of upcoming District Development Council (DDC) and Panchayat by-election in the district.
36 nomination forms have been received for 2 District Development Council (DDC) constituencies viz Qadirabad and Rajwar till November 23 (last date for filing of nomination). These 36 nomination forms include 18 in Qadirabad and 18 in Rajwar constituencies.
The officials said that 11 nomination forms have been received against 3 vacant Sarpanch seats and 143 nomination forms against 71 vacant Panch seats in these constituencies.
Meanwhile, the scrutiny of the nomination papers shall be held on November 24, while, last date for withdrawal of candidature is November 26.
