3 months on, FCS&CA denies information under RTI Act | | | Saahil Suhail Early Times Report
SRINAGAR, Dec 23: Despite the passage of over three months now, the Food, Civil Supplies and Consumer Affairs (FCS&CA) department is not providing the information to an RTI applicant related to pay anomaly benefits which the department is releasing to its employees under a particular order. Surprisingly, the department says they don’t have the order copy available with them under which the department has released pay anomaly benefits to around 700 employees. According to the details available with Early Times, an applicant has filed an application under RTI Act and sought details of the officials and employees in whose favor the pay anomaly benefits have been granted. The information seeker has also sought the details of those employees as well in whose favor the department hasn’t yet released these benefits besides had requested the department to provide him the seniority list of benefited officials and employees, however the department is allegedly denying the information to the applicant on the pretext the documents has got damaged in 2014 floods. After the lapse of 45 days, the applicant has approached Director FCS&CA (1st Appellate Authority) however all in vain. Through multiple communications, the FCS&CA officials continue to maintain that the documents information seeker desires to get from the department stand destroyed during 2014 floods. However sources claimed that the department was deliberately denying the information to hide a ‘scam’. The department had approved the around hundred cases for such benefits and issued an order vide No. 61 of CAPD of 2008 and the officials are now misusing the same order to benefit other blue-eyed employees in violation of norms. The applicant has now written to Commissioner Secretary Food, Civil Supplies and Consumer Affairs after Director FCS&CA conveyed him that later was the 1st Appellate Authority. A group of employees also voiced concern over the issuance of pay anomaly benefits to ‘selected’ groups of their colleagues and sought the intervention of the Principal Secretary to Lieutenant Governor and Chief Secretary. |
