Health of rural health care institutions is deteriorating

SRINAGAR, Dec 31: Despite tall claims about improvement in the health system, rural masses believe that health infrastructure is poor and lofty proclamation of improvement from government holds no ground.
Sources said that there are various health sector reforms under the National Health Mission (NHM) that aim to increase functional, administrative and financial resources. Under these reforms autonomy to the field units under which every community health centers (CHCs) will get upto Rs. 50,000 p.a. for local health action.
Similarly every CHC will get an annual maintenance grant of Rs. 1 lakh annually for its RKS for improvement and maintenance of physical infrastructure, but that seems the government is not paying its due attention towards the infrastructure of the health care institutions at all, said sources.
They further said that however to these departments the very small value maintenance work of these facilities detracts from their achieving their main departmental targets. As a result of this most health facilities have not been maintained properly due to lack of a flexible fund available locally for repair/refurbishing of infrastructure and basic facilities.
Sources also said that a separate register needs to be maintained in the CHC/district hospitals/Sub-district hospital giving sources of funds clearly for various activities, that will not only help the authorities but a common man who raises certain questions over the work culture of health departments.
Though to some extent, some hospitals in the main towns and cities are well equipped but the condition of scores of hospitals in rural areas is deplorable and due to which the local populace is suffering, sources said.
Sources added that the inauguration of newly launched health schemes are beneficial to the group of selected quota, and rest of the people are wondering like anything for want of facilities, the tall claims of change and developments seems hoax, as nothing new has been brought into the system.
From south to north districts of Kashmir region are lacking basic facilities in the health sector and the government is spending crores mere promises of change and transfers of its officials wouldn't alone work at all.
Although the health department has many times made tall claims that it emphasizes on the health status of people in far flung villages, instead of that the government is largely concentrated in the cities of both the divisions of J&K, said sources.
