Food supplier raises same bill for different items provided to participants of national level seminar

SRINAGAR, Jan 17: Despite opposition from different quarters in the administration the Right to Information (RTI) Act has been instrumental in exposing the scams and scandals and in some cases the people involved in scam have the patronage of the people at helm.
Nadeem Khan, a resident of Haka Bazar, Hawal-Srinagar had moved an application with the Public Information Officer of Institute of Advanced Studies in Education (IASE) seeking information about various events held under the aegis of the Institute. The RTI applicant had sought details about the total amount spent on NCF seminar held on January 7 and 8 in 2019.
The PIO in his reply said that the Institute spent an amount of Rs. 14,000 on the refreshment of the participants during the two day seminar. In the reply it has been written that 70 packs each of refreshment were provided to the seminar participants at the rate of Rs. 100 per pack.
The food items for the seminar were provided by Kashmir Foodie Kitchen under the banner of Kashmir Foodie Retreat & Restaurants Pvt Ltd, Rajbagh Srinagar having GSTN 01AAGCK9667EIZH under bill number 65029661. While perusing the records it was found out that the same bill number has been raised for the supply of half Biryani for the seminar participants.
A document accessed by the RTI applicant reveals that an amount of Rs. 11,000 was spent on the food supplied to the seminar participants in the form of half Biryani on both the days. The document says that 55 packs each of half Biryani were given to seminar participants at the rate of Rs. 100 per pack. The bill number in this case too was 65029661.
Since the same bill number has been raised for the supply of refreshment packs and half Biryani for the participants of seminar only the organizers of seminar are in a better position to give the reply. It is fraudulent, unethical and above all against the rules to raise a single bill for different items. In this regard action should be taken against the supplier and above all the people who passed the bill.
The fraud does not stop here a production house had raised separate bills while as there is no description of the services provided by the production house with respect to the seminar. In both the bills it has been written that the amount has been charged in connection with the two day national seminar on NCF-2005 pedagogic and assessment issues.
In the invoice number 089 it has been written that Principal IASE Srinagar is indebted to pay Rs. 8260 for the two day national seminar on NCF-2005 pedagogic and assessment issues with the dates being mentioned separately according to serial number 1 and 2 respectively. In the invoice number 092 there is no serial number with Rs. 3,000 being charged for the two day national seminar on NCF-2005 pedagogic and assessment issues.
