IIT Jammu recommends ‘Retrofitting’ of Rehmat-e-Aalam hospital | | | Saahil Suhail

Anantnag, Jan 17: After eight months, the IIT Jammu has finally completed the safety audit of under-construction Rehmat-e-Aalam hospital building in South Kashmir’s Anantnag district and recommended ‘Retrofitting’ in its two floors, Early Times learnt on Sunday. According to reports, The Indian Institute of Technology Jammu (IIT Jammu) has submitted the safety audit report of Rehmat-e-Aalam hospital building to JK Projects Construction Corporation (JKPCC) in the month of November and recommended Retrofitting and jacketing of columns and vital beams in ground floor and 1st floor of the building to reduce the vulnerability. Both the floors were constructed by the Rehmat-e-Aalam trust a few years ago and later in 2017 the Government took over the building for shifting Anantnag Maternity Hospital in it. “Yes, IIT Jammu has provided us the safety audit of Rehmat-e-Aalam hospital building and suggested retrofitting and jacketing in the ground floor of the building that Rehmat-e-Aalam trust had constructed however in the report they haven’t shared the technical details and design so we have written to them and sought all those details,” JKPCC General Manager Er Showket Ahmad Dar told Early Times over phone. The officer said that they are currently pursuing the matter with IIT Jammu and were expecting response from them within weeks. “Once IIT Jammu provides us the technical details and design we will immediately tender out the works,” he said. JKPCC General Manager claimed that they have completed truss work of the hospital and internal works will be resumed during the last week of this month. The construction work on Rehmat-I-Alam Hospital, which the Jammu and Kashmir Government took over from a local trust in South Kashmir’s Anantnag in 2017, is now again expected to face an inordinate delay in its completion. In the month of March 2020, IIT Jammu was instructed to conduct the safety audit of the under-construction hospital building and an amount of Rs. 21.30 Lakh were released to them. The JKPCC officials said that IIT team Jammu couldn’t visit due to COVID-19 lockdown which delayed the process. K Vijay Kumar, former Advisor to the Governor, had directed the health department to seek a safety audit for the already constructed portion of the building from DIQC department. However, the DIQC department later refused to conduct a safety audit of the building citing several reasons. JKPCC later moved a proposal to Health and Medical Education asking them to approach IIT Jammu for carrying out the safety audit of the building. Former J&K Chief Minister, Mehbooba Mufti in February 2017 had sanctioned the taking over of Rahmat-e-Alam hospital along with its assets and liabilities after people demanded shifting of existing Maternity and Child Care Hospital. The existing Maternity and Child Care Hospital is functioning in a dilapidated and unsafe building in Sherbagh locality of Anantnag town. The place is congested and the hospital faces space crunch because of which more often patients’ mostly pregnant women are being shifted to Srinagar. As reported earlier, the hospital also sans basic facilities. At least three ambulances and over two dozen AC’s are non-functional however the health and Medical Education continues to ignore addressing critical issues related to patient care. |
