PHE executes over 600 schemes without approval | | | early times report jammu, Jan 19: The Public Health Engineering (PHE) Department has allegedly executed over 600 schemes during 2013-18 without Administrative Approval and Technical Sanction in violation of National Rural Drinking Water Programme (NRDWP) guidelines. Sources told Early Times that as per NRDWP guidelines which provide that once the Detailed Project Reports, which have to be executed in a year, are finalized, it is to be placed in the State Level Scheme Sanctioning Committee (SLSSC) meeting for approval and it is strictly followed that no work is to be taken up for execution and expenditure incurred unless the scheme is Administratively Approved and Technically Sanctioned. They further said that in several divisions across Jammu and Kashmir it has been observed that out of 900 schemes under execution during 2013-18, the Administrative Approval and Technical Sanction in respect of 600 schemes at the estimated cost of hundreds of crores were not obtained. Despite the fact that taking Administrative Approval is very important for free flow of funds whereas Technical Sanction assures the viability of the scheme. These both components put the responsibility for successful completion of the schemes on the officers issuing such approval, they added. They further informed that in the absence of these vital components, the spending on the schemes cannot be justified as neither the fund flow nor the successful completion or viability of a scheme is ensured with the result funds spent on the schemes is termed as irregular. Although the department has been time and again directed by the State Level Scheme Sanctioning Committee to get schemes administratively approved for the further release of funds but very few divisions have complied with the directions, they said. |
