Early Times Report
JAMMU, Mar 7: Monthly meeting of Central Executive body of All J&K Plus Two Lecturers' Forum was held under the chairmanship of its president Deepak Sharma to discuss the burning issues threadbare.
Referring to clarification given by General Administration Department vide circular No 10-JK(GAD) of 2021 dated 05-03-2021 regarding preparation of select lists for promotions as per the prescribed roster, Deepak Sharma said that though due compliance of government instructions while safeguarding employees belonging to reserved categories in light of the interim orders of Supreme Court of India must be ensured yet students cannot be made to suffer in the absence of Head of institutions as about 300 Govt Higher secondary schools are lying vacant in J&K and about 330 Govt High schools and 45 Education Zones are lying headless in Jammu Division only resulting into overburdening of Head of institutions with additional DDO powers resulting not only to Human Resource Exploitation but also affecting Administrative as well as Academic efficiency and teaching learning process badly. Forum demanded immediate release of promotion list of Principals and filling up of all the vacant posts of +2 Principals strictly according to the UT level seniority of Senior Lecturers on look-after basis along with DDO Powers as per the seniority list available vide Govt Order No 1074 of Education 2013 Dated 30-12-2013 and updated vide Govt OrderNo 126 Edu of 2020 Dated 26-5-2020 till the final outcome/disposal of cases in Supreme Court in the interest of students. Forum also demanded regularization of all incharge incumbents and retirees especially incharge principals pending since Dec 2007 thereby facilitating promotion list of CEOs and equivalents as not even a single confirmed principal is available for the same and expediting of release of placement list of Senior Lecturers upto optimum number pending since Dec 2013 as per SRO 481 and filling up of all vacant posts of Lecturers on fast track basis and regularization of all left out cases of Joint Directors, CEOs and Lecturers for effective functioning of School Education Department.
