Re-registration of outside vehicles must, owners to pay 9% token tax

Jammu, Apr 3: All the vehicles with registration number of other states but plying in Jammu and Kashmir for a period exceeding one year, are to be mandatorily re-registered in Union Territory as per the provisions of Motor Vehicles (Amendments) Act 2019.
The vehicles including personal and commercial Light Motor vehicles, two wheelers as well as others have to pay a token fee at the rate of 9 percent for the remaining years of the registration of the vehicle, which would ultimately burden the vehicle owners.
Sources in the Transport Department informed Early Times that according to the Section 47 of the Motor Vehicles (Amendments) Act 2019, all those vehicles registered in one State has been kept in another State, for a period exceeding twelve months, the owners would have to re-registered them to get a new registration number of that particular district in which the vehicle has been operating.
“The owner of such vehicle shall apply to the registering authority, within whose jurisdiction the vehicle then is, for the assignment of a new registration mark and shall present the certificate of registration to that registering authority”, the Act reads.
Acting on behalf of the Act, Regional Transport Officers as well as Assistant Regional Transport Officers of various districts have started imposing fines or seizing the vehicles with registration numbers of other states. “In district Kathua, people have purchased vehicles from neighbouring Punjab and had been operating for the last many years but recently, some of these vehicles have been seized by the department”, a local said, adding that on being asked to the concerned authorities, they in turn informed that the action has been taken as per provisions of MV Act.
Following the implementation of this provision of MV Act regarding re-registration of vehicles, the luxury car owners of Jammu and Kashmir would be impacted.
“There are many companies of luxury cars, which had no showroom in Jammu and Kashmir till recent past, due to which, lovers of luxury cars had to purchase cars or Sports Utility Vehicles (SUVs) from other States or Union Territories such as Chandigarh. Such people have got their vehicles registered in that particular State or Union Territory but now they would also have to re-registered their vehicles with concerned RTO offices and get new registration number”, an official said, adding that they would have to pay token tax at the rate of 9 percent for the rest of life of the cars.
Sources further said that though the provisions were in place since many years but given the Pulwama terror strike, in which a vehicle with registration number of another State was used, the urgency to get all the vehicles re-registered in Jammu and Kashmir has gained momentum.
“All those people who have not got their vehicles re-registered in Jammu and Kashmir would be fined as per the provisions”, an official said, adding that only the BS4 model vehicles would be re-registered, while those below BS4 model would be seized by the department.
