Lack of coordination among Deptts: Census of water bodies yet to start | | | Early Times Report
Jammu, Apr 3: With much publicity the first census of water bodies of J&K was launched on August 11 but nothing has been done on the ground. Except formally launching the census for publicity Seven months have passed after the 'launching' of the first census of water bodies of J&K but no progress in this regard has been made. Reliable sources said that due to lack of coordination among different departments, involved in this campaign, census of water bodies remained only on the papers. “None of the department is ready to seriously take up the matter”, sources said and added that higher-ups in these departments putting onus on each others to take the initiative. When authorities announced this programme it was clearly mentioned that Census of water bodies will be controlled and monitored at central level by the Ministry of Water Resources, River Development and Ganga Rejunvation and by the office of Financial Commissioner, Revenue at Union Territory level. It was informed that the development departments -- Agriculture Production Department, Horticulture Development and PHE and Irrigation and Flood Control Department will be immensely benefited by it and will play a significant role in planning for the future. Mobile phones required for capturing the online data of water bodies were also distributed among the Tehsildars. The Census of water bodies will capture information on important parameters of water bodies like their number, size, condition, type of use, storage capacity, among other irrespective of their use both in rural and urban areas of Jammu and Kashmir so that a sound database on water bodies could be worked out for effective planning and policy formation. |
