Jammu, Apr 16: Tall claims of the government about putting sincere efforts to eradicate the menace of corruption, but all the efforts seems to have yielded no results as corruption is still prevalent in Rural Development and Panchayat Raj— Department particularly in Kishtwar District.
In one such latest mode of corruption, Kishtwar District had 63464 job cards against the 42273 ration cards issued by the Revenue Department— 21191 in excess forcing the authorities to order recertification of the job cards.
As per the details available with Early Times, District Administration has taken strong note of excess job cards and had directed the Assistant Commissioner Development (ACD) and Block Development Officers (BDO) to re-verify the job cards issued and set the house in order. District administration wake up following the intimation given by Secretary RDD vide letter No. RD/MNREGA/134/2019 Dated 4-3-2021 wherein secretary RDD had called for job card verification and deletion of excess/fake/ineligible job cards which had been issued from time to time in respect of District Kishtwar.
The directions were issued in response to previous directions issued on 3-6-2020– but despite the lapse of nearly a year, the department has yet to delete the excess job cards which are 21191 in excess — if taken Kishtwar District as whole — but since Kishtwar Municipality Areas and the population in it are not entitled for jobs cards— the number of fake job cards increases further.
According to the data, the employees too are not entitled for job cards under MGNREGA and hence against the strength of around 35000, Kishtwar had almost 30000 job cards in access.
On other aspect, if we go through population, Kishtwar District had a population of around 2.35 lakhs which include children’s and person above 60 years who are not entitled for job cards and thus Kishtwar District had a job card on every 1.30 person which itself reflects the fraud in issuing the job cards.
Even though ADDC Kishtwar vide his letter No. ADDC/K/2021-22/86-102 had directed ACD to complete the job card verification in most transparency manner within 15 days, but the process seems to have hit the road blockade.
Speaking to Early Times, the officials of the RDD said that the government fails to issue proper directions and guidelines with regard to the entitlement of the job cards.
In Kishtwar even the wives of Government employees as well as those employed in Public Sector undertakings have job cards issued against their names while at the same time the family of widower Anganwari worker is not entitled for the job card.
“The law is silent whether we issue the job cards to the wives of government employees having hefty salaries— it is upto the administration to clarified” said RDD employees added that they are facing the heat from the public as well as elected PRIs if they delete the job cards.
The officials said that any individual who is willing to do a job is entitled for job card added that the job card means — husband/wife/adult children— further said that after many individuals get married— they demanded separate job cards and we could denied them.
The officials said that politicians and PRIs are behind creating mess in issuing the job cards and department simply can’t be held responsible for the same.
In one of the Panchayat at Marwah block of Kishtwar District— the local Sarpanch get the job cards registered on the name of her husband, two unmarried sons including a class 11th student— and surprisingly payments worth several lakhs has been credited into these accounts on account of material payments as well as in account of 14th FC account.
Now it is to be seen whether the government will order for deleting all such job cards or the same would remain merely to an exercise with no result on.
