Private schools reluctant to repay any money

Jammu, Apr 18: The latest order of Directorate of School Education Jammu, directing private schools not to charge annual charges/admission fee as well as desist from asking parents to purchase books and uniforms from particular shops, have left those parents in a fix, who have already paid the admission fee and have purchased books, uniforms and stationery from particular shops.
Pertinently, the DSE Jammu Dr. Ravi Shanker Sharma issued an order, which reads, “In view of closure of schools due to spike in Covid-19 cases, the demand of annual charges/admission fee etc is no justified and is in contravention to the instruction of the Administrative Department on the subject. The instructions issued by department vide circular number 01-Edu of 2020 dated 14/5/2020 had allowed the private schools to charge only tuition fee on monthly basis and prohibited them from charging any fee from the students.
Several parents informed Early Times that the admission to the private schools have almost been completed and the schools have already charged annual charges under the same nomenclature of some other tailored nomenclature. “Around Rs 4000 to Rs 10,000 have been charged by the schools as annual charges”, parents said, adding that even the schools had instructed the parents to purchase school uniforms as well as attending the online classes only in school uniforms.
“The latest order of the School Education department is silent over the matters in which the parents have already paid the annual charges and have purchased costly books as well as school uniforms from the designated shops. The silence of the order gives opportunity to the private schools not to return the already paid amount and if the Department is not be able to issue further directions the writ of private schools will prevail”, the parents said, adding that “Clear instructions should be issued directing the private schools to return the money they have charged.”
Director School Education Jammu Dr. Ravi Shankar Sharma said that the private schools have been allowed to charge annual fee on a pro-rata basis only after re-opening of the schools.
“On the complaints of parents against some big private schools, which had charged the annual charges/admission fee, the Fee Fixation Committee has issued necessary directions and has also issued instructions to the private schools to return the charged fee to the parents. Some of the schools had challenged the decision of the Fee Fixation Committee and had gone to court and secured a stay”, Dr Sharma said, adding that further action would be taken only as per the Court’s decision.
He further said that the Fee Fixation Committee would decide over the complaints of the parents, those who have already paid the charges.
