Jammu, Apr 28: Despite tall claims of huge funding for development works in J&K being repeatedly made by the centre and UT govt, the ground situation was altogether different with liabilities of executing agencies, contractors bourgeoning year after year.
The non-clearance of dues of contractors had most seriously impacted the livelihood of working class in particular who had been deprived of their wages and work done claims. The poor labourers were the ultimate sufferers due to the apathetic approach of the govt in releasing the payments for works executed under various central as well as J&K govt schemes.
This was stated by Harsh Dev Singh chairman-JKNPP while interacting with a deputation of contractors who had called on him to highlight their work related issues and grievances during the ongoing corona pandemic.
Questioning the arbitrary withholding of funds in various govt Deptt including PWD, PHE, RDD and PDD, Singh said that the criminal negligence of the govt had prejudicially affected the livelihood and threatened the very survival of poor people dependent on daily earnings. He regretted the non-payment for several works executed during the past one year under CRF, NABARD, State sector, PMRP etc creating huge resentment amongst the contractors and work force. He said that ‘Jal Shakti’ Deptt had earned the most dubious notoriety in this regard by releasing payments for alleged nonexistent works and contrarily withholding payments of actual works executed on the ground merely on extraneous considerations and corrupt intentions.
He said that a deep rooted culture of corruption prevalent in the system was responsible for the prevalent crisis wherein huge kickbacks were sought for settlement of even the most genuine claims.
Expressing grave concern over non clearance of liabilities for works done under MGNREGA during the last four years, Mr. Singh said that it was the poorest sections of society living in village Panchayats who had been severely hit due to such inordinate delay in making their payments.
The Panchayats were assured in all recent elections of Panchayats, BDCs and DDCs by ruling party leaders of clearing their dues but regretfully all such election time promises, like all other promises of BJP, proved to be mere ‘Jumlas’.
He cautioned to intensify the campaign in favour of the executing agencies and poor labourers in case the govt failed to clear the pendency of all their work done claims at the earliest.
