Of 1870 schemes, skill development department takes up only 30

Jammu, June 24: The Higher Education Department has gone slow over the skill development mission as out of 1870 skill development schemes proposed by the department to impart skills of various kinds, majority of them have been dropped. It would also render useless the equipment purchased by the department to run these schemes and make their laboratories functional.
Sources informed Early Times that in accordance with the Skill India Mission launched by Prime Minister Narendra Modi, the Department of Higher Education Department Jammu and Kashmir had also initiated the process to impart various types of skills through different courses, offered by the Government Degree Colleges across Jammu and Kashmir.
The department had proposed to start over 1870 schemes of skill development including the schemes to start courses in Veterinary Technology, Paramedical trade, Horticulture, Agriculture, Media technology beside other trades under the Hub and Spoke Model.
“To run these schemes, the department had also approved funds for purchase of equipment for the laboratories required to impart practical training during these skill development courses. The Government Degree Colleges have already made purchases to start these courses as well as to develop the laboratories,” source said, adding that even for the engagement of faculty members/skill instructors for particular skills, funds were also proposed to be approved.
However during the meantime, the Union Territory administration affected transfers in the higher level following which the department had almost shelved the proposed skill development schemes, likely to be started in the colleges. “Out of the total 1870 skill development schemes proposed to start in the colleges, the department has dropped almost 1500 schemes. At present the department has decided to take up only over 300 schemes”, sources said, adding that though the initiative was a pet project of some senior bureaucrats but since the change of situations, they have also lost interest.
Sources further said that the 300 plus schemes now undertaken by the department comprised mostly the construction works of some buildings. “But in absence of most of the skill development schemes, these building constructions as well as purchase of equipment and machinery would prove to be a wasteful expenditure as well as contempt to the vision of Prime Minister Narendra Modi for Skill India Mission”, sources said.
