Early Times Report

Kishtwar, June 24: After nearly three months since the five ward members of Panchayat Chanjer in remote Marwah Block had moved a no confidence motion against the BJP female Sarpanch for misusing her authority and indulging in corruption by withdrawing lakhs of rupees in the name of her husband and sons, the Sarpanch was finally removed after six out of seven Panches (Ward member) voted against her during a meeting presided over by Block Development Council Chairman Marwah.
As per the details available with Early Times in April five ward members Bashir Ahmed, Mansoor Ahmed Wagay, Ranjeet Kumar Koul, Manzoor Ahmed & Ghulam Nabi Sheikh along with Naib Sarpanch Ragna Devi duly signed the no confidence motion addressed to Deputy Commissioner Kishtwar with copy of the same addressed to Panchayat Secretary with the request to initiate the process for removal of the Sarpanch Panchayat Halqa Chenjer.
In its no confidence motion, the member alleged that Mohammad Iqbal, husband of the Sarpanch Naseema Begum calls the shots in place of his wife who has wholly and solely taken the functioning of the Panchayat work while his wife who is the Sarpanch hardly could have shown to be the Sarpanch.
The ward members alleged that the Sarpanch and her husband are busy in looting the public exchequer and managed to withdraw the payments of Rs. 9 lakhs under 14th FC in respect of ward 3 and other wards of the Panchayat in the name of her son Khalid Iqbal and her husband and close relative Mansoor Ahmed and Nisar Ahmed without execution of any work on ground.
Similarly an amount of Rs. 10-12 lakhs was withdrawn in the name of Mohammad Rafi by showing him as a vendor. The members also alleged that the Sarpanch and her husband had prepared fake stamps on some of their names and forged their signatures. They alleged that the Sarpanch had made her young children as job card holders.
The ward members demanded an inquiry and called upon the LG and Principal Secretary Rural Development Department and Panchayati Raj and called for initiating the procedure for removal of Sarpanch Under Panchayat Raj Act 1989.
After issuing the notice for the removal of Sarpanch, the concerned lady Sarpanch deliberately missed the meeting called by the Panchayat secretary and in the third meeting, the lady Sarpanch was removed from the office and the resolution passed in the meeting in which six ward members voted for her removal.
