J&K admin asks all Govt employees to submit property details

Srinagar, July 26 : Days after 11 employees were terminated for their alleged anti-national activities, Jammu and Kashmir administration has asked all government employees to submit their property details.
According to details available with early times, the government employees have been asked to submit details of “property immovable and moveable owned by a public servant or any member of his or her family or the property in which he or she or any member of his family has interest”.
They have been told to submit details about scale of pay and rate of salary on the last day of December of the preceding year.
They have also been told to submit details about “Date of first appointment as public servant. The average strength of the family members dependent on the officer during the period under report. The name, address and occupation of the officers father and father in law in case any property is shown in the statement as having been received from the parent or parent in law.”
Earlier, J&K’s General Administration Department asked all the administrative secretaries, divisional commissioners and heads of departments to get security clearance of government employees from the J&K Police’s criminal investigation department (CID).
The heads of government departments have been asked to provide details of social media accounts (Twitter, Facebook, Instagram, etc) of employees whose verification has not been carried out.
“Many individuals with dubious character antecedents and conduct have been paid salaries and other allowances, without obtaining their mandatory CID verification,” the GAD circular says.
Recently, Chief Secretary, Arun Kumar Mehta said in an order, “All the Administrative Secretaries are impressed upon to initiate the exercise of reviewing the performance of each government servant who has completed 48 years of age or has 22 years of service, for identifying those who are ineffective in work and are not fit to continue in their post and have no utility for the purpose for which they are employed.”
“The government departments shall follow the procedure as laid down in Article 226(2) of J&K Civil Services Regulations and place the cases of such employees before the review committee for consideration of the competent authority,” the order said.
The J&K government in October 2020 had for the first time issued orders to identify the ineffective employees. “It has been observed that the departments have not initiated any exercise for reviewing the performance of the government servants,” it added.
Earlier this year, the J&K government in April constituted a Special Task Force (STF) for identifying and scrutinising the government employees who are involved in any cases related to posing threat to the country’s security or anti-national activities.
