JKSAC criticizes government’s inaction

Jammu, Sept 3: Jammu Kashmir Sharnarthi Action Committee (JKSAC) has strongly condemned the government for not taking cognizance of the issue raised against the corrupt officials of Revenue department particularly Tehsildhars and Patwaries for brazen violation of Agrarian Reforms Laws 1976 in respect of DPs of 1947 from POK settled on land in rural areas of Jammu.
They announced that JKSAC would continue its fight to seek justice for DPs in this regard.
The organisation reiterated its demand to constitute a high level panel of honest Revenue experts to probe the violation committed by such revenue officials and further demanded that such revenue officials should be identified and be punished under law.
The participants DPs in the meeting held at Digiana Camp narrated their tales of sufferings at the hands of corrupt revenue officials and made a humble appeal to Hon’ble Lt. Governor Manoj K. Sinha and Principal Secy. Revenue Shaleen Kabra to look into the issue seriously and intervene to put the reign on such revenue officials otherwise proclamations made to root out corruption and feigned compliance of orders and rules will serve no purpose.
While addressing the meeting Gurdev Singh President alongwith Manjeet Singh, Kirpal Singh and Jasmeet Singh expressed grave concern for depriving DPs of concession envisaged in Agrarian Reform Act 1976 in respect of their lands as per Section 3-A and other rules.
He said that after a very hard and protracted struggle put forth by JKSAC in early seventy’s DPs were conferred occupancy tenancy rights under section 3-A of Agrarian Reform Act 1976 and similarly more concessions were given under Para-I and II of Section 2 (c) of Section 4.
He said that land falls under Schedule II of the Act i.e land allotted to DPs vide 578-C of 1954, 254-C of 1965, albi 6-C, albi 7-C of 1958 have been exempted from the applicability of Agrarian Reform Act 1976. He said that blatant violation and defiance of Agrarian Reform Laws by such Tehsildhars and Patwaries clearly demonstrate that revenue system of the govt. has totally collapsed particularly in Jammu region.
He regretted that despite of raising this issue many times and providing sufficient evidence of violations and non-compliance of orders of the senior authorities of govt. nothing substantial has emerged out so far.
He further said that whenever the proclamations are made to root out the corruption and violations, the bribery rates are doubled everytime by such revenue officials having no fear of the govt. thus looting the people in the broad day light.
The corruption in this deptt. is touching new heights every passing day.
The tales of their corruption and misuse of laws and non-compliance of rules and orders appears everyday on social media to draw the attention of senior officers who in turn shut their eyes and passes bucks to other without taking action.
To quote an example one Tehsildhar in district Kathua has brazenly violated the order of his senior officer with respect to attest mutation under Section 3-A of Agrarian Reform Act 1976.
Also order passed in other identical cases by Hon’ble courts, Tribunal and ADC Kathua with Agrarian Reform Powers has been thrown into the waste basket by the said officer.
Despite of providing clear evidences of non-compliance to his senior officer, the action under law has not been taken against him.
He said that under such deteriorating circumstances people are left with no other option except to bribe these people to get their job done.
