RTI Reply Opens Pandora’s Box

A reply to RTI has brought shocking facts to fore. The reply has stated that councilors in Kathua city are getting shops and works allotted on the names of their kith and kin.
According to section 16(1) I of the Jammu and Kashmir Municipal Act 2000, all members of the council are prohibited to be a part of any development work directly or indirectly. The violation of the act is taking place under the very nose of the officials who are acting as mute spectators.
The councilors by acting as bosses are depriving deserving from earning their livelihood as the works at the council level are supposed to be given to the local contractors. The shops are to be allotted to the candidates who are really in need of work. It’s unfortunate that councilors in Kathua are busy making themselves rich rather than helping the people who elected them.
Since the day Manoj Sinha has taken over as the Lieutenant Governor of Jammu and Kashmir, he has tried his best to streamline the system. He has kept the administration on toes and has ensured that employees are made accountable. But the deeds of a few people like councilors from Kathua are ruining all the hard work of the government.
The helmsmen should take a note of actions of the people who don’t want to become a part of the change and want to carry on with the activities aimed at defaming the government.
A mechanism needs to be devised to keep a check on councilors and other elected representatives. They cannot take the system for granted. People elect councilors, panchayat members, legislators and others so that they can approach them whenever the need arises. It’s sad that elected representatives instead of working for the welfare of people get busy in seeking their own welfare. This needs to be stopped. The elected representatives need to understand that they have to rise above the level of working for their own petty interests. They have to work for a bigger cause that’s the cause of people.
A reply to one RTI has opened a Pandora’s Box. If the RTIs are filed in other councils and panchayats, there is a possibility of many more skeletons tumbling out from the cupboards. Before more questions are asked the government should make councils and panchayats accountable.
