PWD’s Mobile app “Hamari Sadak” a failure, reveals RTI | | | Early Times Report
JAMMU, Jan 23: Renowned RTI activist Balvinder Singh today said that as per the information received under RTI from the office of Development Commissioner JKUT, “HAMARI SADAK” App started by Public Works (Roads and Buildings) Department, developed by Centre for Development of advanced Computing (C-DAC) Government Of India undertaking and inaugurated by LG Manoj Sinha has failed to achieve the desired results as announced by the official handout while its inauguration that App will allow residents to register and track their grievances and enable effective supervision of development projects through data updated by field staff. The RTI reply has revealed that J&K with the area of 42,241 sq kilometers and population of more than 1.3 crores after the passing of 150 days only 88 complaints are filed through this App which is less 0.54 a day which itself speaks the failure of the APP. As per RTI reply only six complaints are filled in District Jammu, 6 in Doda, 7 in Kathua, 5 in Poonch, 9 in Rajouri, 4 in Udhampur 1 each in Kishtwar & Ramban Districts of Jammu Division and highest 21 complaints are filled in Srinagar, 3 in Anantnag, 12 in Budgam, 6 in Baramulla, 2 each in Kupwara, Pulwama & Shopian and only 1 Complaint in District Ganderbal during the five months. Singh said that on 26th March 2021 he met Commissioner Public Works department and gave him written suggestion urging him to kindly direct both the Chief Engineers of Jammu and Kashmir Division for making provisions of putting up sign boards on the roads, mentioning the detail of work i.e., amount of work, name of the contractor, name of JE & contact number of Nodal Officer of PWD, to whom the public may make complaint of damage incurred, if any, and especially on the roads works which are constructed under “DEFECT LIABILITY CLAUSE”. Shailendra Kumar Commissioner Works said that no need of putting up such board as we are starting APP which would help people to file complaints and get it rectified at the earliest. Singh said that he tried to filed complaint on HAMAR SADAK APP with regard to the roads of Guru Nanak Nagar but failed because of the complicacies involved in filing it. He told the Commissioner that the App is not working properly as it is very complicated whereas such App should have been made user friendly so that even an ordinary people can file it. On the direction of the Commissioner he contacted some official and enquired about the problem in filing the complaint and the response was not satisfactory and the same got vindicated from the RTI reply that it is very complicated job to find out the name of Road/bridge out of the names of the roads mentioned blocks of different districts of J&K. The activist urged the LG to ask the concerned official and Chief Engineers to formulate a programme of putting up sign boards displaying the above stated information at every road and also appoint nodal officer at every district head quarter to receive complaints, allot complaint Id, transfer the complaint to the concerned and update the complaint on regular basis. |
