Early Times Report

JAMMU, Feb 2: Scores of electricity transformers were installed at various places in Poonch areas under the centrally sponsored scheme (RGGVY), but till date they are unfenced and there remains a chance of short circuits or current due to which threat of life looms large among the common masses especially school going children. Sources said that, a few years back scores of transformers were installed in Poonch town and other villages of the area by the Power Development Department (PDD) and till date they are unfenced.
These transformers were installed under the centrally sponsored scheme (RGGVY) but due to the negligence of the concerned department, these transformers or the main lines are uncovered/unfenced , like in Parade ground, Khordinard, Bus Stand area or Eidgah Chowk, Bilal Ahmad a local resident of Poonch told Early Times.
He said that, many times there was a short circuit due to the creepers with which these HT lines have been tied.
An expert of the electric department said that Low tension (LT) lines carry 440 volts voltage(phase to phase) and 230 volts voltage (neutral to phase).
While High Tension (HT) lines carry 11 KV voltage, and the transmission line carries a voltage of 33 KV, 66 KV, 110 KV, 121 KV, 220 KV, 400 KV, 765 KV.
There is no difficulty with LT line, if it is 230 volt, but HT lines like 11 or 33 KV makes a difference and could be dangerous for the common masses who pass from or nearby these areas if they are unfenced.
However another local resident of Poonch said that, “there is a transformer near Degree College Poonch, that is uncovered, no boundary wall has been constructed for its purpose, citing an example of Ward no: 10, the local said that in the recent past, main electricity line were left out on a road, near a heap of garbage, where a horse died on the spot during night hours”.
Many times we informed the district administration to construct the boundary wall for these transformers adding, at least these transformers should have been installed at the height of 10 feet, but the PDD has failed in their responsibility and left the people on God's mercy, said a local resident.
They said that, we appeal to the district administration Poonch to instruct the PDD autorties for construction of boundary walls for these uncovered transformers.
However it is learnt that these transformers were installed under the centrally sponsored scheme, Rajiv Gandhi Grameen Vidyutikaran Yojana (RGGVY) by government of India to provide rural electricity Infrastructure and household electrification for attaining the goal of providing access to electricity to all households in the country.
Under this scheme 90% of the fund is provided as grant by Govt. of India and 10% as loan by Rural Electrification Corporation (REC) to the state government.
