In the meeting Faquir Chand Satia, President All India Backward Classes Federation detailed that Despite the RespectedNarinder Modi, Prime Minister, Govt.of India Promises made at Hiranagar and at Mulana Azad Stadium Jammu during election-2014 campaign and advertisements made by Jammu & Kashmir Govt, in Newspapers from 5th August-2019 to 31st October-2019 that "Other Backward Classes ( OBC's) of JK-UT will get their due share of 27% reservation in JK-UT Govt. services but nothing has been done so for despite the abrogation of Article 370.
Kasturi Lai Basotra (D.S.P-Retd) Chairman of O.B.C. Mahasabha detailed that The J&K state Reservation Act-2004 and Reservation rules SRO-294 of 2005 are still in force as mentioned in the J&K Reorganization Act-2019 on page number 44 as item No:-7. The State Reservation Act-2004 and SRO-294 of 2005 were framed by the erstwhile J&K state Govt.before the Abrogation of Article-370 according to which JK-UT OBC's are getting "NIL" reservation in the name of OBC's.The JK-UT OBC's were and are still being called as OSC's not OBC's by JK-UT rulers and given only 4% reservation in the name of OTHER SOCIAL CASTES (OSC's) in JK-UT Govt. services whereas the population of JK-UT OBC's is more than 42% keeping in view 32% as per census-1931 which is mention in the copy of minutes of first meeting of J&K State Advisory Board for the welfare and development of Other Backward classes held on 18.11.2011 under the chairmanship of Jenab Omar Abdulla the then Hon'ble Chief Minister of Jammu and Kashmir. All this means that the Article-370 is still alive for JK-UT OBC's.
FurtherMohan Lai Pawar, General Secretary OBC Mahasabha said that now the Jammu & Kashmir has become Union Territory which means to say Jammu & Kashmir is directly control under control of Home Minister, Govt. of India. So all central Laws are now directly applicable to Jammu & Kashmir. So OBC of Jammu & Kashmir should get their 27% reservation in the Govt.services of Jammu & Kashmir and as per Article 243D-6 and 243T-6 of Indian Constitution the JK-UT OBC's should get 27% in "PANCHYATI RAJ SYSTEM" and in " URBAN LOCAL BODIES".
Murari Lai Balgotra, President, All J&K Kashyap Rajput Sabha said that The census-2021 should also be made as caste based census by providing separate column for all castes as our country is a big group of different Religions and of different castes. After every ten yers When the census of Muslims, Sikhs, Christians,Schedule Castes, Schedule Tribes, Ladies, Gents, Childern and of different Animals that of all the things in the country.
