Despite DSEJ circular to pvt schools, parents continue to face exploitation | | | Early Time Report
Jammu, Apr 13: One week ago, Director School Education Jammu, Ravi Shankar issued a circular regarding complaints against private schools for the purchase of text books, stationery items, and school uniforms from a particular shop. The DSEJ said that such practices are putting financial burden on parents, particularly when purchasing books that are not prescribed by the Board to which the school is affiliated. The circular had stated that such practices go against the ethical guidelines issued by the government and that private schools must notify through their websites the list of subjects and prescribed books by the affiliated Board. Private schools are not allowed to make any subject or book mandatory and cannot ask parents to buy books from a particular book shop. The circular enjoined upon the private schools in Jammu to desist from compelling the parents for purchasing books/uniforms from any particular shops and change of books thereof. The DSEJ had ordered that bookd and uniforms should be made available in the open market. “Any deviation from these instructions, if noticed shall be viewed seriously and action will be taken as per the provisions of law which inter-alia includes de-recognition of schools/withdrawal of NOC also,” the DSEJ had said. Despite the Directorate of School Education Jammu (DSEJ) issuing clear cut instructions to the private schools to refrain from compelling parents to spend through their nose, the private schools, especially the big institutions, have not mend their ways and are continuing to issue diktats. It’s in place to mention here that following the complaints against some private schools of unilateral and illegal hike in annual charges, monthly and transport fee, School Education Department in Kashmir summoned those institutions with evidences. The Joint Director, Central and North Kashmir in this regard have shot a notice to three private educational institutes. “A large number of complaints have been received through Parents Associations of Private School Kashmir (PAPSK) from time to time against your unilateral and illegal hike of Annual Charges, Monthly fee and Transport fee without the consent and consultation of parents of students studying in your institution,” it read. “You dictate them to purchase books from such and such shop with strict instructions to parents to keep one set of book in school and one at home,” reads the notice. The Joint Director said, “This approach indicates the choking school environment is taking parents for a ride with your ‘Tugluk -i-Farmam’ and has sent shock waves to the teaching fraternity and students and Society at large.” The notice further reads that the illegal command to parents depicts the mind set and aristocratic approach which the society is not going to accept and the unbridled powers used by such institutions under the garb of imparting education. The joint director put on notice to respond to the complaint and attend this DSEK along with fee structure of last three years whereby a 50 percent hike given by your school management has been reported year wise and explain the reasons of such hike which is more than 50 percent for a particular head. |
