Jammu, Apr 29: The Jammu and Kashmir Finance Department has directed all government offices, public sector undertakings (PSUs), and institutions across the Union Territory to expedite the installation of pre-paid smart electricity meters and shift to a pre-payment system for power consumption. In a circular issued by the Finance Department, all administrative departments have been asked to ensure the installation of pre-paid smart meters in government buildings and residential quarters on a priority basis, in coordination with the Power Development Department and its distribution companies (DISCOMs). The directive reiterates earlier instructions issued under the Revamped Distribution Sector Scheme (RDSS) and aims to facilitate a smooth transition from the conventional billing system to a prepaid smart metering framework.
According to the circular, departments have also been instructed to clear all outstanding electricity dues from available funds after proper reconciliation of bills. Further, Drawing and Disbursing Officers (DDOs) have been directed to make prepaid electricity payments from their existing budget allocations, similar to payments made for services such as telephone, internet, and other statutory dues.
The circular also mandates strict monitoring of electricity consumption by Heads of Departments and DDOs to ensure that usage remains within budgetary limits. However, departments providing essential and critical services may seek additional funds, which will be considered based on justified requirements.
After the installation of smart meters and initial usage for one to two months, departments have been asked to submit detailed estimates for any additional funds required.
