Offence is the best part of defence. But India has, during the last 70 years,not accepted to implement this old adage. That has been the reason for provoking Pakistan to rake up the Kashmir issue: In 1994 India had made a beginning when the Indian Parliament adopted a resolution in which it categorically stated that since Pakistan occupied Kashmir was part of India New Delhi would have to initiate measures for securing liberation of occupied Kashmir. The resolution said the State of Jammu & Kashmir has been, is and shall be an integral part of India and any attempts to separate it from the rest of the country will be resisted by all necessary means; (b) India has the will and capacity to firmly counter all designs against its unity, sovereignty and territorial integrity; and demands that - (c) Pakistan must vacate the areas of the Indian State of Jammu and Kashmir, which they have occupied through aggression; and resolves that -(d) all attempts to interfere in the internal affairs of India will be met resolutely. And since 1994 there has been no efforts on the part of India to implement the resolution adopted by the parliament. Well war was the last option. India should have repeated the contents of the 1994 resolution adopted by Parliament to counter repeated attempts at raking up the Kashmir issue by Pakistan. The other day Prime Minister Narendra Modi has said his government is committed to finding a lasting solution to the unrest in Kashmir under the framework of the Constitution. He however made it clear that no solution could come at any cost to national integrity. He also took an aggressive tone on Pakistan, saying Pakistan-Occupied Kashmir (PoK) belongs to India and that the time had come to expose Islamabad's atrocities in Balochistan. Modi's comments came at an all-party meeting convened to discuss the ongoing unrest in Kashmir, that erupted after the killing of terrorist Burhan Wani by security forces. There cannot be any compromise on national security. But we have to win the confidence of the people in Jammu and Kashmir... India is ready to address the grievances of all sections under the Constitution. He also reiterated New Delhi's stand that Pakistan-Occupied Kashmir (PoK), as part of Jammu and Kashmir, belongs to India. What Modi said on Friday during All Party meet should have been repeatedly said by the top Indian Government functionaries during the last 22 years. Had this issue of Pakistan Occupied Kashmir being part of Jammu and Kashmir which is an integral part of India Pakistan would have remained on defensive. In fact India allowed Pakistan to adopt offensive postures and Islamabad made repeated attempts at internationalising the Kashmir issue. And when Modi and his Government claimed that Occupied Kashmir belonged to India and Pakistan should vacate the area it upset Pakistan. And when Modi said that Pakistan should stop atrocities on people and other human rights violations in Pakistan Occupied Kashmir and Baluchistan Islamabad felt jittery forcing Nawaz Sharif's foreign Affairs adviser, Sartaj Aziz to invite India for bilateral talks. And Rightly India is not in a mood to accept Aziz's suggestion because New Delhi feels enraged over continued aid to militants operating in Kashmir and assistance to infiltrators in crossing into Kashmir for escalating the level of violence. And making repeated claims on Pakistan Occupied Kashmir being part of India is likely to force Pakistan to be on the back-foot. |
