HC holds rev min's order favouring other min's son
The order allows change of agri land for commercial use

Jammu, Sept 21 : High court judge Tashi Rabstan today ordered to keep in abeyance a government order as regards the change of agriculture land at Dhanna, Basohli, in Kathua district for commercial use in favour of a minister's son.
The govt order No 100-Rev(S) of August 4, 2016 has been issued by revenue secretary, granting permission to Divya Suraj Partap Singh, son of forest minister Lal Singh for utilisation of 7 kanals 6 marlas of agriculture land under khasra Nos 388 min and 389 min at Dhanna for industrial purpose.
The court directive came in a writ petition filed by Ratno Devi and 23 other inhabitants of Dhanna. After hearing the petitioners' counsel, Justice Tashi issued notices to revenue minister Syed Basharat Ahmed Bukhari, Lal Singh, revenue secretary, DC, Kathua, SSP, Kathua, and Tehsildar, Kathua.
He also permitted dasti service looking into the urgency of the matter and directed the registry to list this petition along with OWP No 1104/2016 immediately after two weeks and in the miscellaneous petition, he kept in abeyance the impugned government order till next date before the bench.
The petitioner's counsel alleged that the impugned government order was the result of a conspiracy hatched by Divya and his father Lal Singh in connivance with revenue minister and revenue secretary purely for personal gains. He submitted that the order was the result of quid pro quo among the two sitting cabinet ministers just to help the son of one of them. He submitted that the instant case was a classic example of favoritism, nepotism and abuse of official position by the two ministers.
He submitted that the high court had in the earlier writ petition directed to maintain status quo in the matter and despite that the impugned government order was issued to facilitate the change of land use in favour of influential son of the forest minister and that too by the revenue minister himself.
