Jammu, Sept 21: Under alleged connivance of Revenue and Forest Officials', encroachment and illegal constructions on forest land in Pirpanchal range goes unabated.
Sources informed that the matter was also brought into notice of higher authorities of the forest department, as well as Revenue department, but instead of taking action against the encroachers, the law enforcing agencies knee down.
"Land falls under Khasra number 1477 in Mendhar Tehsil, of Poonch District and belongs to forest department where construction is going", the sources said, adding that and the matter was brought into notice of the Tehsildar Mendhar.
"Consequently, the Tehsildar constituted a four members commission, the commission in its report corroborated that a pacca house on forest land bearing Khasra number 1477 Nakka Manjari going on illegally", sources said, and added that however the Tehsildar directed the SHO concerned for preventing encroachment on forest land.
"Since the Forest Department has authority to take action against encroacher, it was duty of concerned Range Forest Officer to prevent the construction work, but nothing has been done so far by the concerned agencies", they said and added that the matter was also brought into notice of Chief Conservator of Forest, but instead of taking any actions, the higher authorities had put complaint under the carpet.
They further said that earlier, some influential people including relatives of Tehsildar Mendhar and Revenue Officials had constructed palatial house on forest land. "Local residents have constructed houses on Forest land falls under compartment number 153/M and 147 M-Dhargloon", sources said and added most recently one Afrin Khan has constructed a concrete house in Salotri Forest near the Shrine of Karian Wala Baba.
"Encroachment on Forest land in a criminal offence under Forest Act J&K and punishable, encroachment also violate Government order number 9FST of 1985, the order states that in the event of an encroachment on forest land after 1984, disciplinary action together with penal action will be taken against forest Guard to Divisional Forest Officer, and Patwari upto Tehsildar", they added.
Sources in department told that, forest department admit that over 14,345 hectares of forest land had been encroached upon with 9,463.39 hectares in Jammu and 4877.62 hectares in Kashmir.
"An effective drive to retrieve encroached forest land, was initiated by late Mufti Mohd Sayeed, as Chief Minister of state in 2014, and the then Forest Minister Bali Bhagat was too furious to vacate forest land", sources said and added that unfortunately, was passes of time, and change of guard, things gone wrong that has encouraged the land grabbers.
