Defence experts suggest security audit of all military installations
'Lapses in security grid needed to be examined'

Srinagar, Sept 21: In the backdrop of deadly attack on Army in Kashmir's Uri sector, the defence experts suggest immediate and comprehensive security audit of all military installations in the country, especially in the state of Jammu and Kashmir, to ensure 'all possible loopholes' are plugged in time.
One of the top former Army commanders who wished not to be named told early TIMES over phone from New Delhi that though in past some steps were taken for the security audit, but nothing concrete was done by the government of India and Jammu and Kashmir government. "Though the committee constituted by the central government, headed by former vice chief of army staff suggested measures to strengthen security of various military installations across India, but the fact remains that security audit carried by the committee could not fully identify and fill up every existing gap for ensuring an effective and prompt counter alarm response on all fronts," he said and added that because of security lapses, the enemy has potentially taken advantage which resulted in the loss of precious humans' lives and assets.
The commander suggested that regular security audit is necessary to ensure that security guidelines are followed. "Through security Audits we can measure progress and evaluate the auditor's professional advice," he said.
Another expert said that because of lapses, we have seen the enemy has capitalized on the situation. "The central government has to take a concrete call on security audit as it has attained urgency and importance in view of Uri, attack,"
The experts believe that such a security audit of Defence installations from experts has been necessitated in view of growing threat to the country especially to the state of Jammu and Kashmir, which has large number of military, paramilitary forces and Air Force establishments in view of security situation in the State.
They suggested that the experts should visit all defence establishments all over the country for security audit and should inter-act with the commanders followed with visit to ground zero to ascertain as to how quality security is put in place.
They said that though the army is fully skilled and prepared to foil any action of enemy, the lapses in the security grid are needed to be reviewed, so that such attacks are prevented.
The experts further suggested that need of the hour is to consolidate the security grid which would be possible only after the security audit is done in a professional way by the team of experts. "The team of experts should be free and independent so that they work without pressure and interference. There suggestions need to be examined by another high level team and put in to implementation by the Central government," said another expert.
They said that Loop hools once removed will make defence authorities to streamline the security grid system in and around the army and paramilitary installations. "If the security audit is already in the practice then it needs to be expedited and audit taken into account and put in to immediate implementation," they suggested.
It is to mention here that accounts audit is a normal routine work in the country in which one can know the lapses and short comings in the financial workings.
This practice is in vogue ever since the country became free from the British Raj or even before that the audit and inspections were practiced.
The department of audit is headed by Accountant General of India with its subordinate offices all over the country.
Lot of financial indiscipline and administrative lapses in the country have been brought to fore by the said department which has also been reported by the media in the past.
One of the experts suggested that on similar pattern a department needs to be created for such security audits.
It is to mention here that Jammu and Kashmir Governor N N Vohra also had said after Uri attack, that it was of crucial importance to enhance surveillance on the security of vital civil and military establishments in the state.
