Early Times Report

Jammu, Nov 25: An old woman inmate of Ahata Amar Singh, who was allegedly assaulted by Jammu and Kashmir Non-Gazetteed Secretariat Employees Union (JKNGSEU) leader on 19th of November, has alleged that police is working under pressure and deliberately delaying the culprit's arrest.
Family member of Hema Devi wife of Late Sh Thakur Dass Sharma, resident of A-6 Old Upper Ahata Amar Singh Heritage Complex Jammu, alleged that on 19th of November Ghulam Rasool, J&K Non Gazetted Secretariat Union leader, along with his over 50 supporters had allegedly entered into their residence and had manhandled Hema Devi, when she was alone in the quarter.
"They had also threatened my mother to vacate the residential quarter (A-6 Old) and if fail to vacate the accommodation, they threatened my mother to face dire consequences", Ramesh Kumar, son of Hema Devi said.
He further informed that they had lodged a complaint in Pacca Danga police station and an FIR under section 147/148/452/523/506 RPC was registered against them.
"After lapse of nearly one week, the Pacca Danga police have not arrested the Union leader. Whenever we visit the Police station the officials express their helplessness", Ramesh alleged, adding that Police officials have been saying that the JKNGEU would force the secretariat shut if Union leader would be arrested.
Ramesh further alleged that it seemed that entire Government machinery has been backing the Union leader, who had manhandled her old mother and even snatched a gold chain of 60 grams.
The building of Ahata Amar Singh is a heritage building as per the official communication forwarded by Deputy Director Archives, Archeology and Museums. "To protect this building from demolition by Estate department, for construction of proposed quarters, we had secured stay from High Court Jammu and District Court Jammu", Ramesh alleged, adding that when the Estate department had failed to get the building evicted, they took the help of Union leaders and have been using the tactics of muscle power and coercion.
Vice President of J&K Non-Gazetted Secretariat Employees Union, Suresh Bedi refuted the allegations leveled by Ramesh against Union leader.
"As part of our routine, on every Saturday, we visited all the rooms of Estate quarters and on 19th of November, when Union president along with other office bearers were on a routine tour of quarters to take stock of the problems being faced by residents", Bedi said.
He further said that as there was shortage of quarters for move employees and Estate department has proposed to construct new quarters after demolishing Ahata Amar Singh. "There are some illegal occupants residing in Ahata Amar Singh, out of whom, four families are defaulters of Estate department and outstanding rent against them is nearly Rs. 3.50 Lakh. On 19th of November, when we reached Ahata Amar Singh, we requested the illegal occupants to vacate the building, which is declared unsafe by department but a person, got infuriated and asked the Union members to leave the area", Suresh Bedi said.
He further claimed that when they were returning, an old woman tried to throw a brick and shouted on Union leaders, and in the meantime Police also reached there. "It is beyond imagination and comprehension that whether Union leaders could assault an old lady for vacating the quarters, when already there is a stay. The allegations of chain snatching beside others were manipulated and leveled against particular Union leader to communalize the situation, so that the illegal occupants and defaulters will negotiate with the Estate department", Suresh Bedi said, adding that they had also lodged a complaint against that man and police was yet to take action.
