JAMMU, Nov 30: Jammu & Kashmir is one State in the country, where anything can happen and anything can be done. After all, Nehru drove this solitary state out of the constitutional organization of India by incorporating in the Constitution a provision that entitled the state to have a separate constitution, separate flag and also to exercise residuary powers. Jammu & Kashmir is also a state where most of the institutions remain dysfunctional or unmanned and accountability and transparency are also somewhat alien.
On Sunday, the JKPSC held the screening test for the posts of assistant professor in Business Administration in the Higher Education Department at 10 a.m., only a few hours after the notice appeared in some newspapers. The screening test was conducted from 10 a.m. to 12 noon on Sunday. Some of the candidates came to know about what happened only in the evening, when everything was over.
The result was that as many as 264 candidates could not appear in the examination. According to a source, 35 candidates were from Kashmir.
The publication of notification and holding of the screening test on the same day hurt the candidates who remained uninformed. But instead of taking the blame, the PSC put all the blame on the Information Department. The concerned officials claimed that they had "sent notification to the Information department for wide circulation in the media on November 17".
Secretary and Controller of Examinations, JKPSC, Shakeel Ul Rehman virtually ridiculed those who couldn't appear, saying that no less than 436 candidates appeared in the test in Kashmir and 250 in Jammu. He claimed that the attendance was "above average in these examinations" and the Commission was committed to safeguarding the interests of candidates.
It needs to be underlined that the November 17 notification was published in a local daily on Sunday (Nov 27), which also mentioned the venue for their screening test.
