JU Asstt Profs face stagnation for years
UGC guidelines trashed

JAMMU, Nov 30: Throwing UGC guidelines into dustbin, University of Jammu is blocking next due Grade Pay of several Assistant Professors to continue its dictatorial style of functioning causing harassment to the teaching faculty.
Sources in the university said that several Assistant Professors appointed in various Departments of university are the victim of arrogance of university administration having not an iota of respect for its own teaching manpower which is the backbone of ameliorating the academic excellence of larger students' fraternity.
Sources informed Early Times that guidelines issued by UGC envisage provision for granting first step Grade Pay from 6000 to 7000 to a member of teaching faculty after four years of his/her appointment as Assistant Professor. On the same lines, second step of Grade Pay from 7000 to 8000 is to be given to Assistant Professor after completion of next four years tenure.
The first and second step Grade Pay is to be granted on the recommendations of Screening Committee comprising of Dean, HOD concerned and Subject expert nominated by Vice Chancellor of the University and interview process is not required for this purpose as per guidelines of UGC.
As per sources, for first stage Grade Pay, 40 API points and for second step Grade Pay 100 API points are to be taken into consideration by the Screening Committee and necessary recommendations are subsequently sent to university authority for granting due Grade Pay to the Asstt Professor accordingly. They said that for the last over six years, no meeting of the Screening Committee has been held to clear the Grade Pay of those fulfilling required criteria.
It was alleged that Screening Committee seems to have been dumped in the dustbin with around fifty Assistant Professors of different Departments are languishing for getting their due next step Grade Pay owing to hegemony adopted by the university administration over and above the fixed guidelines of UGC , sources added.
Sources further told that deviating from the set guidelines of UGC, university authority has invented ploy to conduct interview in the office chambers of Vice Chancellor setting aside the process of seeking recommendations of Screening Committee. They alleged that it is being done to oblige few blue eyed at the cost of many deserving Asstt Professors by resorting to un-required interview process and pick and choose tactics.
Sources informed that about fifty Assistant Professors made their representation to Vice Chancellor in the month of July 2016 requesting him for adhering to UGC guidelines of granting first and second step Grade Pay, but despite lapse of four months no action has been taken so far by the university.
If sources are to be believed, similar guidelines of UGC in respect of non teaching members from Asstt Registrars to Joint Registrars issued in 2015 are being implemented by the university, thus giving step motherly treatment to teaching faculty. This obviously manifests the prejudicial attitude of university administration to apply guidelines of UGC for the benefit of non-teaching staff ignoring the application of similar guidelines in respect of teaching staff, they rued.
This issue was again vociferously raised in the general body meeting of JUTA few days ago, sources told adding that Association took strong note of this issue and decided to again take up the matter with university authority to address the genuine grievances of majority of aggrieved teaching faculty by honouring the guidelines of UGC and clear pendency of granting next Grade Pay expeditiously to Assistant Professors.
