DDB meetings: Most decisions confined to papers
486 decisions taken in 2015-16, only 150 executed

srinagar, Dec 2: What could be termed a mockery of holding the district development board (DDB) meetings, most of the decisions taken in these meetings remain confined to papers.
This could be gauged from the official data. Of the 486 decisions taken in DDB meetings across the state during 2015-2016, only around 150 have been implemented so far.
For the fiscal year, 2015-2016, the DDB meetings were held in June last year in which district plan for each district was finalized. The official data reveals that majority of the decisions taken in the meetings have not been implemented so far because of lack of a political will.
In Anantnag DDB meeting, 28 decisions were taken; of which only seven have been implemented so far.
Similarly, in DDB meeting of Baramulla and Bandipora, 34 and 24 decisions respectively were taken, of which 12 and 8 decisions have been implemented.
In district Budgam, 22 decisions were taken but only 8 have been implemented so far. Decisions of Budgam that have not been executed so far are completion of Khankah Masjid; halt at Nadigam; introducing new courses at Degree College Budgam; development of park; establishing of model primary school at Sheikhpora migrant colony; availability of necessary equipments at district hospital Budgam; and installation of mobile tower.
For Ganderbal, 11 decisions were taken in the DDB meeting last year, but just one has been implemented so far.
In Kupwara and Shopian, 31 and 16 decisions were taken, of which 6 and 3 decisions have been implemented.
In DDB meetings of twin capitals, Srinagar and Jammu, 14 and 26 decisions were taken, of which 9 and 8 decisions have been executed yet.
In rest of the districts too, most of the decisions not have been implemented so far.
The DDB meetings are conducted by the Planning and Development Department. It has also its planning cells in all the developmental departments which look after the implementation and monitoring of the plans of the concerned departments.
An official of the Planning Department said the implementation of DDB meetings was an ongoing process. "Government is committed that all the decisions taken in DDB meetings are implemented at the earliest," he added.
Earlier, CPI (M) legislator MY Tarigami had expressed concern over non-implementation of decisions taken in the DDB meetings across the state. He had said these meetings have lost meaning in absence of a political will and developmental schemes do not reach to the people on ground.
