Poor implementation, unrealistic planning: Centre restricts funds on MDM scheme

Jammu, Dec 2: Taking cognizance of the inefficiency shown by the State Education Department in providing unrealistic Annual Work Plan and Budget on Midday Meal Scheme, the Central government has reportedly restricted the funds being provided to the State which has further impacted its implementation.
Sources told Early Times that in J&K, the Midday Meal Scheme has been going through tough time due to the unprofessional attitude of the Education Department which has failed to provide exact annual plan for the midday meal scheme to the center government for the release of funds.
"The officials and teachers of the Education Department who were entrusted with the job of collecting data in this regard did not follow the guidelines and prepared it haphazardly submitting the details on the basis of enrollment of the children from previous year," they said.
"As per Midday Meal Scheme, the State Government was to prepare a comprehensive Annual Work Plan and Budget based on data furnished by the schools, and aggregated at Zones, districts and state level but Annual Work Plan and Budget was prepared on the basis of enrollment of strength as on September of the preceding year and submitted to the Government of India without factoring in genuine requirements and basic data from schools/ zones," they informed.
Though, the AWP&B was not based on realistic data and could not take into account any future requirements and consequently this impacted the provision of funds adversely for the components such as kitchen cum store shed, kitchen devices and engagement of cooks to the concerned schools, they alleged.
Pertinently, the process of plan formulation started from the school level. Village Level Committee members were consulted while formulating plan at school level. The school level plan got consolidated at the Zonal level under the supervision of the Zonal Education Officer of the respective zone. The Zonal level plan got consolidated at the District level by the Chief Education Officer. After the District Level consolidation, the Plan is consolidated at the Divisional level under the supervision of Director School Education and then consolidated at the State Level.
