CM's casual approach to improve power sector | Formed in 2000, SERC still understaffed | | Avinash Azad JAMMU, Jan 24: The casual approach of Chief Minister Omar Abdullah to improve bleeding power sector in J&K can be gauged from the fact that, about 13 years ago formed State Electricity Regulatory Commissioner is still functioning without required supporting staff.- Sources informed Early Times that the SERC has been working in the absence of sanctioned minimum staff. "The post of Private Secretary to Chairman SERC and four posts of Junior Stenographers are laying vacant, Chairman and Members of the Commission are managing the work of these officials on their own", sources said, adding that there were 16 sanctioned posts of supporting staff out of which 7 posts were vacant. Interestingly, instead of sanctioned post, the receptionist has not been provided by the government. There were four vehicles owned by the commission parked in the SERC premises. "Against four posts of Drivers, not a single driver has been appointed by the government to run commission's own cars which are gathering dust for long time", the sources told Early Times, adding that the four posts of class-IV employees were too vacant. The commission came in force on April 18, 2000, following an Act passed by State Legislature for the establishment of State Electricity Regulatory Commission, rationalization of electricity tariff, transparent policies regarding subsidies, promotion of efficient and environmentally benign polices and matters connected there with or incidental thereto. It is pertinent to mention here that Chief Minister, Omar Abdullah had made many claims to improve sector in the state, but shockingly, a much ambitious motoring body which was formed to regulate power sector is facing obstacle to conduct its job. Admitting dearth of supporting staff, the Secretary, SERC, Abdul Hamid said that demanding sanction of new posts and filling-up vacant posts the commission had already approached to State government. "We have shortage of staff", he said adding that seeking fulfillment of vacant posts the SERC had sent a communication to state Government on Second week of November, 2013. |
