ARO Kishtwar seeks FIR against SP, calls for ECI's intervention | Polling staff hold protest against SP for misbehaving with ARO | | Asif Iqbal Naik
Kishtwar, Apr 20: Assistant Returning Officer 51 Kishtwar Assembly Segment Mohammad Hanief Malik who also happens to be the Additional Deputy Commissioner with powers of Additional District Magistrate today directed Station House Police Officer Kishtwar to register an First Information Report (FIR) against Superintendent of Police , Sanjay Kotwal for misbehaving with him besides hindering the election process. As per reports, the ARO wrote a detailed letter to Election Commissioner of India (ECI) wide letter No. ARO51-K/2014/216-225 dated 20-04-2014 seeking the commission's intervention with regard to misbehavior/misconduct by SP Kishtwar thereby hindering Election Process. The ARO stated that while collecting EVMs and other documents at Collection Center ITI Kishtwar and added that when last EVM came in the center which was been brought by Polling Officer First (P1) and the other important documents like PO Diary, Form 17 C remained in the possession of Presiding Officer namely Joginder Kumar who has been left at Dachhan polling station No. 80-Tender. He said that reacting to the situation, he (ARO) immediately rushed to Kishtwar airport along with other staff from where he communicated to the Pilot regarding the whole issue who assured the ARO that the left out PO will be airlifted. He further stated that in the meanwhile SP Kishtwar Sanjay Kotwal misbehaved with him and threatened to put him behind the bars He stated that he did not react and instead decided to bring the matter to the notice of the higher authorities. The ARO has urged the ECI to initiate action against the erring SP so that his dignity and integrity could be restored. In another letter, the ARO directed the concerned police station to register an FIR against the SP. In his letter he accused the erring SP of hindering the election process. The copy of both the letters written by ARO-Kishtwar has been sent to senior government functionaries as to Chief Electoral Officer Jammu and Kashmir for information and necessary action. Meanwhile over 200 government employees assigned with poll process today held protest twice against SP Kishtwar and Jammu and Kashmir police for terrorizing the polling staff, beside cane charging the polling staff at Dachhan, Marwah and Inshan. These agitating employees first blocked the road outside ITI and later held a protest demonstration inside DC Office. The agitating employees alleged that SHO Dachhan Inspector Rajinder Kumar beat some polling staff and barred them from boarding the flight and force them to travel by foot for Kishtwar. While talking to media persons, an agitated Mehboob Qazi said that Marwah,Warwan and Dachhan has witnessed fresh snowfall last night and it is difficult for the employees to return by foot since there is 4-5 feet snowfall in the area. He said that police at Inshan beat polling staff as a result of which one of their colleagues got his arm fractured while another received injury. He said that at Dachhan the polling staff was threaten by SHO and forced to rush back to Kishtwar by foot. He said that several of their employees were forced to leave for Kishtwar at around 3 PM without providing them security. "The area is without road and communication and added that the fate of many employees left for Kishtwar from Dachhan is not known. 18 polling staff members are stranded at Inshan since last three days. A few employees assigned with polling duty have been airlifted by the administration today, while majority of the air sorties were pre occupied by the security men," he said. Later the agitating employees also called upon DC Kishtwar Mohammad Javed Khan who assured them that all their colleagues left behind at Marwah, Warwan and Dachhan will be airlifted tomorrow. He also brought the matter into the notice of Divisional Commissioner Jammu and assured the agitating employees that he will not tolerate any misconduct by anyone with their officers. The employees have also decided to approach the court in case the administration fails to initiate action against erring police officials. Tariq Hussain who managed to reach Kishtwar by foot after traveling for 8 hours said that SHO Dachhan humiliated and misbehaved with them and forced them to travel by foot. He said that instead of airlifting the polling staff, private persons having political backing were airlifted. He said that SHO Dachhan also used force against the employee. Meanwhile Teacher Association, Master Association, Lecturer Forum Kishtwar, Patwar Association Kishtwar and several other employees organization has given a strike call fortomorrow against the allege misbehavior with ARO Kishtwar and other polling staff by police and SP Kishtwar and demanded action against SP Kishtwar, SHO Dachhan and other police personals. All the schools of Kishtwar District, beside work in revenue department will remain suspended tomorrow. However, in the late hours development, DC Kishtwar who happens to be the District Election Officer, clarified that the letter of the ARO dated 20-04-2014 regarding some misunderstanding on 20-04-2014 which is yet being verified as such does not merit any action at this stage being baseless /bypass DEO. In a handout, he said that 37 EVMs alongwith Polling Staff and Security personnel were airlifted from Warwan, Marwah and Dacchan through Mi 17 sorties in which three Mi 17 were pressed into service for airlifting the Poling Staff and EVMs for the whole day. The Air Force authorities have again been requested through Divisional Commisioner Jammu to airlift the remaining staff through air sorties on 21-04-2014 in case of clear weather. Deputy Commissioner appreciated the role of all District Officers especially the GREF, Road opening machinery of Engineering departments and Polling staff who performed their duty in farflung and snow bound areas of Dacchan, Marwah and Warwan. The role of District Police especially Superintendent of Police Kishtwar was proactive who has put his best efforts in ensuring the culmination of Election in the District. The Election in the District has gone well. There was total coordination in all the departments and their commitment has led to the success of Election despite the fact that there had been uncertainity of the weather and the terrain being highly snow bound. The District Election Officer is totally satisfied with the performance of all the departments. |
