Rs 2 lacs being spent on each student in Jammu district monthly: RTI reply

Jammu, Mar 14: It might sound strange but fact that education in Government Schools of Jammu district is costlier than Horward, Cambridge Universities, as Rs 2 lacs being spent per student, monthly.
Addressing a press conference here today, RTI Activist Sardar Balvinder Singh, Convener Sangarsh RTI Movement along with activist Raman Sharma and Hari Singh shared the details of an RTI reply received by them regarding several discrepancies in government schools related to Student-Teacher Ratio, Sanctioned Strength of the Staff and the hefty cost borne by government to run these public schools. Singh told media persons that in response to an RTI application of activist Balvinder Singh, the Chief Education Officer, CEO Jammu who is also designated Public Information Officer, PIO has provided data to him, whereby it disclosed that there are several government schools within Jammu Municipal Limits where there is no uniformity with regard to teacher student ratio whereas the education department has fixed student: teacher ratio as 35:1, at least one teacher for 35 students. Contrary to the provisions, in several schools of Jammu city, either numbers of teachers surpasses the strength of students and in other cases the number of teachers do not match with the fixed proportion. In govt mixed higher secondary School for migrants Purkhu there are only two teacher against 205 students in the year 2014-15, similarly in Govt mixed Higher secondary School (Bakshi Nagar) camp Durga Nagar there was three teachers on 346 students in 2010, but on the contrary there was 49 teachers on 310 student in 2010-11, and 54 teachers on 354 students in 2014-15 in Govt mixed hr secondary school Camp Roop Nagar. In GMS Dhounthaly there are eight teachers on 38 students, in PS Pacca Danda there are 4 teachers on 6 students, in Middle School Kachi Chawni there are 8 teachers on 66 students and in Middle School Gujjar Nagar there are 5 teachers on 55 students. Disgusting but this fact has also been revealed through RTI plea that there are at least 4 government schools in Jammu city where there are no students but twelve teachers deployed there withdrawn a salary of approximately Rs. 2.5 crores during last 5 academic years. These schools are Primary School BC Road, Primary School Shalamar, Primary School Mahesh Pura, and Primary School Khoo Talab. There is no attempt being made to amend the sanctioned strength of the teaching and non teaching staff in these schools. Similarly during his inspection under RTI of Middle School BC road the activist found that there were twenty five teachers and the enrolment of students were also twenty five. Interestingly some government schools are spending huge amount on the education of per student ranging between Rs 25,000 to 2 Lac per student per month which is several times more than the fees charged by many reputed private day boarding schools in the country. In Government Boy Higher Secondary School for Migrants at Satwari there are only 4 students (3 in class 6th and one of class 4th ) and the total number of teachers posted there in academic year 2009-10 was 23, in year 20010-11 20 teachers, in academic year 2011-12 and 2012-13 was 17 and in 2013-14 stood 9 teachers besides others non-teaching staff; the total amount of money that is being drawn by these teachers as monthly salaries during last five year is 4,72,37,699/ which is perhaps costlier than the cost of studying abroad in universities like Cambridge and Oxford.
