One year on, unemployed youth waiting for assistance under SKEWPY | | | Early Times Report
SAMBA, Mar 14 : It has been more than one year, the thousands of unemployed youths registered under State Government's Voluntary Service Allowance (VSA) scheme announced under Sher-e-Kashmir Employment and Welfare Program for Youth (SKEWPY) for jobless educated youth, have not been received assistance. Sources informed that despite repeated communiqués from the concerned department during the last 12 months, the government has so far not provided the funds to be utilized for assistance of the unemployed youth under SKEWPY. Given the huge unemployment in the state, the government announced the VSA scheme in 2010 to provide monthly allowance to the educated youth who have crossed 28 years of age and are yet to settle themselves in life. Under the scheme, a monthly allowance of Rs 500 to Rs 1200 is given to the registered youth depending upon their academic and technical qualifications. But, the scheme has been facing a number of problems in Samba district since its launch due to untimely release of funds and budgetary constraints. According to sources around 1500 registered unemployed youth in Samba are not getting a single penny from the last one year. The funds are not released on time in Jammu region which forces youth to wait for months together to get their allowances and on the other hand nepotism and favoritism has created mess in the whole system, "said Vishal Singh, a local youth of Samba. Problem is much worse and we have not received allowances for more than one year, he added. "This has not happened first time; assistance has been stopped several times before for months together. But when we visit the District Employment Exchange the authorities avoid us on different pretexts," said Poonam Sharma. For five months I used to visit the Employment Exchange but when nothing came out I stopped visiting there, she added. The youth haven't received the monthly allowance for last one year due to financial constraints. There are some budgetary constraints due to which allowances are not distributed on time," said Vikram Kumar Sharma, Assistant Director Employment Samba. Also, this is a big scheme with an annual budget of around Rs 50 lakh and this is bound to face some hindrances in releasing of money," he said. "We have distributed all the allowance among the youth up to December 2013 and we are likely to receive funds and assistance to youths will be provided soon," he added. |
