OPEN LETTER TO SH. CHANDER PRAKASH GANGA, HON'BLE CABINET MINISTER FOR INDUSTRIES AND COMMERCE THROUGH MEDIA.

Sh. Chander Parkash Ganga ji, Hon'ble Cabinet Minister for Industries and Commerce,
Government of J&K,
Civil Secretariat, Jammu.
Subject :- Representation for establishment of a separate IT City in Jammu and Kashmir at par with other models existing in Indian IT Cities as in Bangalore, Gurgaon, Pune, Haryana etc. in the interest of economic as well as social prosperity of the State along with creating opportunity for Youths within the State and to keep a bar on Brain Drain of the intellect mind of the state.
Respected Sir,
I, Suhasini Vasistha, an Advocate as well as a Social Activist would draw like to your kind attention while representing proposals on crucial concern of the intelligential of our State of J&K in form of youth which is contributing to other States of our Nation rather than serving in the best interest of their home town due to unavailability of opportunities matching to their profiles/interests. A wave of optimism has swept across the economic development of our state with the coming up of new Government in the State and mainly, this subject needs a thought provoking and prompt action which can be taken by the Government of the State at the earliest so as to make an effort to utilize our own human resource for the welfare of our own region. Few proposals I am putting forth as a responsible permanent resident of the State which are supposed to be prove beneficial for the State in longer run:-
1. That your goodself being the present Incharge of the Ministry of Industries and Commerce, as well as a prominent social worker, have the in-depth awareness of the ground reality of the economic sector of our State.
2. That the growth performance of the state of Jammu and Kashmir from the third five year plan to the fifth five year plan has not increased more than 5.5 percent at the constant prices. As per the estimates, our State has recorded 5.52 percent of the growth rate of GSDP, while at the national level the GDP growth was 6.48 percent (Economic Survey of Jammu and Kashmir 2010-11). The per capita gross state income at constant prices (2004-05) is 30, 886 rupees in the year 2009-10, against National per capita income of 38,060 rupees, which is lower than national level. The overall contribution of all the three sectors of the GSDP is low in comparison to GDP of the country. The agriculture and industrial sectors did not yield any significant development in terms of growth in 2010. Moreover, the present scenario of our state of J&K in Information and Technology is far from satisfactory performance which is majorly due to lack of infrastructural development.
3. That in pursuance of meeting up the basic requirement of the nourishment of the Technology Sector in our State, the foremost requirement is the allotment of land for the establishment of Industries, Multinational Companies, to promote budding entrepreneurs in the State in varies sectors and so on. However, to lure Foreign Direct Investment, there is a need of taking up initiative to set up a Information Technology City in the State. Moreover, the provisions be made out by the government in form of relaxing the norms for foreign direct investment to make it easier for outside companies to invest in the State of J&K.
4. That as per the information, the Jammu and Kashmir Housing Board has already acquired enormous land which is approximately Thousand Kanals (1000 Kanals) in area, at Meen (Samailpur), Bari Brahmna, Jammu which is presently lying vacant and it is pertinent to mention here that there is already an existing Industrial area near the same vacant land lying with Housing Board as per the records.
5. That the number of educated unemployed youth is increasing sharply in our State and there is an eminent need to counter their demands. However the ratio of demand and supply in the employment in technology sector within the state is getting even worse in condition as the state is witnessing complete brain drain when it comes to the technology sector.
6. That it is pertinent to mention here that there do exist such models within India such as Knowledge Park in Gudgaon, Knowledge Park in Noida where all the Industries/Multi National Companies are providing their services by having office space availability over the specified places. Similarly, Mumbai, Chennai, Hyderabad and Bangalore have also set up Informatin Technologies cities and are prospering. Whereas on alike pattern Madhya Pradesh is also making its city i.e. Indore as its IT City where the Government is focussing on opening up an IT hub at the said city. This inturn not only develops the particular city but also improves the economy level of the particular state as well as Nation as a whole.
7. That as the Hon'ble Prime Minister Sh. Nareinder Modi ji has taken up Smart City Initiative to improve the overall growth process of the country. On these patterns the State Government should also take up an action to make the State on those levels atleast by taking up the intiative by allotting land of atleast 1000 Kanals as IT City for the prosperity of the State as well as for the welfare of its own people.
8. That there is the present need for structural changes by considering the long term city planning in a sustainable development pattern so as the state would be in a position to accommodate with the generating needs in future whether in the shape of employment, living or in other aspects so that there may not be any additional pressure on the state to counter the demands.
9. That as the state is presently sending its youth outside the state who are from IT Background through one of its employment genraton scheme called "UDAAN". Whereas, the steps should be taken up to meet our demands within the state by generating and creating similar opportunities withing the state and utlize the human resource for the welfare of state as well.
10. That even it has become one of the decisive revenue generators for Indian economy, with tourism and Communication Industry. Almost all states of India have atleast one technology park and it is the time for jammu and Kashmir to have technology park. Besides this, the Public Private Partnership be promoted and be made as a part and parcel of the functioning of the State for its development The images of such IT city is as below on which pattern J&K should also take up the initiative. Henceforth, it is requested again before your goodself to kindly take up the matter on priority basis and your goodself may take initiative for the allotment of atleast 1000 Kanals of Land for IT City in J&K so that it may generate employment to the lakhs of youth of the state and improvise the economy of the state while benefiting the state in all respects.
