LA witnesses uproar over NC MLA's 'biased, Hindu speaker remark' | | | Kunal Shrivatsa

Jammu, Mar 25: State Legislative Assembly today witnessed uproarious scenes over 'biased and Hindu Speaker' remark allegedly made by the National Conference (NC) legislator Javed Rana on the floor of the House yesterday. NC MLA Javed Rana allegedly had said that the Speaker Kavinder Gupta, being a Hindu was conducting the proceedings of the House in a biased manner as he (Gupta) is not giving enough opportunities to opposition members to speak. The pandemonium marred the House as soon as the proceedings for the day began with the ruling Bharatiya Janta Party (BJP) and Peoples' Democratic Party (PDP) members protesting against the comments made by Rana in which he had alleged that he was being denied permission to speak in the debate on Budget. Rana had said, "I am denied time to speak…. I have not been allowed in the House to speak on Governor's address and now on budget…. I am being discriminated." Protesting against Rana's alleged remarks strongly today morning, the BJP and PDP accused him of insulting the Chair by making "unparliamentary" remarks and demanded action against the NC MLA. A few of the BJP legislators led by MLA Sat Sharma trooped into the Well of the House, shouting slogans against Rana alleging that he had termed Speaker Kavinder Gupta "a Hindu fundamentalist." Soon there were counter protests by NC MLA Rana and some of his party colleagues, who shouted back, leading to uproar, following which the speaker asked them to calm down. Sat Sharma said Rana had used "unparliamentary language" against the Speaker which is uncalled for. He said the NC member has lowered the respect and decorum of the House. Amid noisy scenes, CPI (M) member M Y Tarigami demanded expunging of the words used by Rana, saying these are not in conformity with the decorum of the House. He appealed the senior NC members to refrain their members from repeating such words against the Chair. The Speaker said the NC member had used "unparliamentary language." "Being a senior member of the House the remarks made by you are totally uncalled for," Speaker told Rana. The Speaker then asked NC legislators to occupy their seats and told Rana not to repeat such words again. BJP members, however, persisted with demands for action against him. After witnessing disruptions for over half an hour, the House took up the Question Hour. Meanwhile, later in the day, the pandemonium again marred the proceedings of the House for a brief period of time over the same issue again. The ruckus started when Speaker abruptly stopped MLA Javed Rana, who was speaking during the debate on Budget and was about to conclude his speech. The NC MLA again reacted sharply soon after he was interrupted by the Speaker while he was speaking. Rana again raked up the issue of Speaker' biasness with the opposition members to allow them to speak which infuriated BJP legislators who on their feet started protesting against Rana's outbursts. Rana and other National Conference legislators countered the BJP members protest and amid noisy scenes the speaker and some other senior legislators pacified agitating members to calm down. Later talking to reporters National Conference Member Javed Rana said that he did not used the word Hindu Speaker but claimed that he asked the Chair not to follow the Hindutava ideology and follow instructions of the RSS. However in his defence, Rana said, "First I want to clear the that I didn't call Speaker Hindu, secondly there should be no objection to a Hindu word, if someone identifies me as a Muslim, I should not feel bad." "I simply said the PDP- BJP coalition regime is functioning on the directions of Nagpur and extending the agenda of Hindutava in J&K which will not be allowed at any cost by the NC," he added. He however added that he has high regards for the Chair and he did not personalized or targeted anybody as an individual. "When I was speaking on the Budget, Speaker didn't give me time to conclude instead the House remained disrupted for almost 20 minutes but he (Speaker) refused me to speak for even a second so that I could thank him for allowing me to take part in the discussion," Rana said "This shows that the voice of the opposition is being muzzled in the House which is totally unacceptable to us," he added. |
