Health Deptt reluctant to refer 87 ISM doctor posts to PSC | | | Bijay Charak Early Times Report Jammu, Mar 25: The department of Health and Medical Education has not sent the proposal of filling 87 ISM doctor vacancies to Public Service Commission (PSC). The reluctance of the health department has hampered work in newly created 87 ISM dispensaries across Jammu and Kashmir. Moreover, at present the newly created dispensaries have acute dearth of doctors, Pharmacists and continue to run on internal arrangement. Sources informed Early Times that the previous government had established 87 new ISM Dispensaries in each constituency of Jammu and Kashmir by virtue of cabinet decision vide order No 190/14/2014 dated 16-10-14 and Government Order No 585 HME 0f 2014 dated 17-10-14 but till date department concerned has failed to send the proposal of 87 posts of ISM doctors and 87 posts of supportive staff to recruitment agencies despite cabinet approval. "Already, ISM department has acute shortage of manpower, around 45 posts of Ayurvedic doctors are lying vacant in Jammu Division then when 87 new ISM dispensaries was not establish", sources said, adding that the government has taken good step to establish another ISM dispensaries in state but due to apathy of higher officials of concern department they didn't work timely the ISM dispensaries functioning already paralyses because it was huge burden for employees who are already working more than one Dispensaries. They further said that the ground level ISM institutions were not functioning smoothly because a doctors who was working more than two institution on internal arrangement. "Few years back, many ISM doctors had attained retirement but no new doctor has been recruited by the authorities", sources said. "It is still unknown that whether the Director has sent the communication to government or not for the advertisement of posts, so that doctors would be provided in all the ISM dispensaries", they said, adding that ISM dispensaries were very useful in far flung areas and also in villages and is also the backbone of medical system in our country. It was the responsibility of Director to take up the matter with the government. Already the interest of youth towards ISM is decreasing and if there will be employment avenues in the sector, the interest of youth will also increase and the village folk will be benefited to great extent as the ISM system is very cheap and people get medicines free of cost. When contacted, Director ISM Abdul Kabir Dar didn't pick the phone call despite repeated calls by this Journo. |
