Massive embezzlement in Tangmarg NAREGA works alleged

BARAMULLA, Mar 26: The residents of Tangmarag Block in north Kashmir's Baramulla district have accused the officials of Rural Development Department for embezzling huge amount of money while executing NAREGA works in their areas.
According to sources," There was a repeated reference to some fictitious work that had probably been done under the name of National Rural Employment Guarantee Act (NREGA) but officials of Rural Development Department Tangmarag with in connivance to contractors have drawn bills worth rupees lacks few months ago.
There is no record of new work undertaken by the department but the work was repeated again and again on the works already done in past, which is a serious matter and needed to be probed, sources said.
Local residents of Harnouw, Sherpora, Teetran and Kawcheck told Early Times that, the officials in the Rural Development Department in connivance with the contractor had allegedly laid substandard material in the construction work during the execution of NARAEGA works few months ago.
Necessary administrative action needed to be taken in this regard. Whereas fact of the matter is that no member of Central Employment Guarantee Council (CEGC) inspected the construction of NREGA works in these villages.
They alleged that the contract under NAREGA scheme was also allotted in violation of the norms.
"The contract was given to one who has been the government employee in the education department in violation of the rules. "Whereas the work should have been given to the local educated youth of the areas" they said, adding "the department didn't invite any tender to execute the work but the work was allotted to the blue eyed persons whose kith and kin are serving as Sarpanch and Panchs in the Tangmarag Block, locals maintained.
They said that in past irrigation department constructed a bund on which the bills were drawn, however after three months another bills was drawn by the Rural Development Department. The irony is three bills have been drawn by the three departments.
"Twenty-two lacks were allotted to our village Harnow in Tangmarag Block, but unfortunately excess amount of Rupees 30 lacks have been unnecessarily because of factious work, which is actually no were on records, said locals.
Citing an example of Harnouw link road on Kawcheck -Sheikhpora road local inhabitant of Kawcheck said that last year the bunds was constructed in their adjoining area, within a short span of three months, the department repaired it at an estimated cost of rupees one lakh, where as two lakhs were already drawn in the past months.
Work on local ancestral graveyard in Harnouw village was allotted last year,but due to unavoidable reasons work was transferred to the three local residents Ghulam Rasool Sheikh, Mohammad Maqbool Lone and another one who have constructed bunds/embankments around their houses, which was actually meant for graveyard, Government should set up an inquiry committee to probe into the matter at the earliest, otherwise we will approach the state vigilance so that there will be no misuse of NAREGA funds in rural areas.
