MHA to decide on enhancement of SPO wages | Cops to get Rs 1000 ration money from April | | Asif Iqbal Naik Early Times Report jammu, Mar 31: The Home Department of Government of Jammu and Kashmir today said that government will enhance ration money of police personnel from Rs.800 to Rs. 1000 from April 1, 2015 onwards, added that the proposal of enhancement in honorarium of SPOs from Rs. 3000 to Rs. 6000/- month is lying with Union Home Ministry for favourable consideration. In reply to MLA M.Y. Tarigami, question wherein the MLA asked for the reasons for undue delay in enhancing the monthly honorarium of SPO's despite repeated assurances; Deputy Secretary Home on behalf of Minister in charge Home stated that the honorarium of SPOs is reimbursed by the Government of India, Ministry of Home Affairs under Security Related Expenditure (SRE), added that proposal for enhancement of the honorarium of the SPOs from the existing Rs.3000/- to Rs.6000/- per SPO per month has been submitted to the Government of India, Ministry of Home Affairs for approval and further stated that the matter is being pursued vigorously with the Ministry of Home Affairs, Government of India for favourable consideration. In reply to another question on the procedure being followed with regard to recruitment and regularization of SPO's as constables/Followers; the government reply stated that every SSP of the District are entrusted with the process of engagement of SPOs who should have the quality like Right aptitude, ability to collect actionable intelligence and its speedy dissemination with a yearning to be a part of the state security set-up, is the primary criteria for engagement of young men as SPOs in the Police Department. As per the State Government policy framed in the year 2009 wherein the policy stated that for regularization of SPOs as constable, the person should have excellence in counter-insurgency operations, Excellence in sports and should have won Is, 2nd or 3rd positions in individual or team events at the State or National level. While for regularization as follower, the SPO having ITI diploma in different trades or A1CTE recognized diploma in computers subject to their qualifying in trade test and SPOs who have crossed the age limit of 28-years but are within 37 years of age and have completed three years continuous engagement are eligible to apply for appointment/regularization to the post of Constables/Followers. The recruitment through this source should not exceed 15% of the available vacancies. The government reply stated that under this policy, 2376 SPOs have been converted as constables /followers till date. In a question regarding reasons for undue delay in the adjustment of deserving candidates as Jail Wardens despite completion of recruitment processes, the government reply stated that in August, 2005, the Prison Department issued an advertisement inviting applications for recruitment, among others, to 73 posts of warders, The short-listing process initiated for these posts could not be concluded as the same was not found to be in accordance with the prescribed rules/ norms, added that due to these difficulties, the Prisons department has not been in a position to complete the process of recruitment of warders. The Home Department has asked the Prisons Department to complete the process of selection at the earliest. For this purpose, Departmental Selection Board, constituted has been broad based. In a question on passport applications pending disposal for verification and the reasons for unnecessary delay in this regard; the reply stated that as on 23.03.2015, 755 Passport cases are pending disposal at CID Hqrs for want of re-verification due to multiple address/adverse reports against passport applicants etc, adding that these cases shall be disposed of soon after the requisite reports are received. |
