Army top brass against even partial withdrawal of AFSPA | | | Early Times Report Jammu, Apr 8: In the backdrop of recent incidents of militant violence in the valley and in Jammu and intelligence inputs that groups of militants were getting ready to cross into Jammu and Kashmir with the onset of summer, the top Army authorities, posted in Jammu and Kashmir, continue to oppose withdrawal of AFSPA. Official sources said that while the Government of India and the state Government differ on the demand for lifting of the AFSPA, the Army authorities do argue that the security situation was not yet conducive for AFSPA withdrawal. In support of their contention the Army authorities have cited to the central Government recent militant attacks on Kathua Police st ation,Samba Army camp,encounter with the security forces in Kunzar (Tangmarg), killing of three police personnel in Shopian district and the elimination of one surrendered militant suggesting that these incidents were part of the plan to destabilize peace in Jammu and Kashmir. Sources said that the Army authorities could have supported the demand for partial withdrawal of the AFSPA but one does not have a key to the nature and timining and place of the attacks by the militants. Referring to the NC demand for partial withdrawal of the AFSPA including from the districts of Srinagar,Jammu,Samba and Kathua sources said that even Kathua and Samba were not free from militant strikes. Militants had attacked Kathua police station and Army camp at Samba twice since September 2013.In September 2013 12 people including eight security personnel were killed and more than 10 people, including four militants and three policemen were killed in recent militant strikes at Kathua police station and Samba Army camp. Though troops guarding the border were fully equipped and prepared to foil ingress bids by militants, still possibilities for freak infiltration could not be ruled out. Once small groups of militants crossed into Jammu and Kashmir troops and security forces need no orders from the magistrates for carrying out search operations so as to launch counter insurgency operations on time. If AFSPA was withdrawn the Army and the security forces have to wait for orders from the Magistrates for launching search operations which could prove detrimental in pressing situations. |
