PCC revamp: Jammu-Poonch region gets lion's share, Doda-Udhampur naught | | | Kunal Shrivatsa Early Times Report Jammu, Apr 8: In last part of our series highlighting the 'nonchalant attitude' of Congress High Command while reconstituting its J&K unit, the Early Times is bringing out some more facts of 'discrimination' as alleged by a section of the party leaders in making nominations for different posts of office bearers of the Pradesh Congress Committee (PCC). A list with names of office bearers and members of the executive body reveals that there is huge difference in allocation of posts among the party activists from two parliamentary constituencies of Jammu-Poonch and Doda-Udhampur in Jammu region. While Jammu-Poonch Lok Sabha constituency bagged the coveted post of senior vice president, its counterpart Doda-Udhampur Lok Sabha segment, however, has not been considered for the coveted post. The inequality in nominating vice presidents is again a bone of contention for the leadership of the two Lok Sabha constituencies, as from Jammu-Poonch Lok Sabha seat three leaders were made vice presidents while only one vice president represents Doda-Udhampur segment. And disparity in making general secretaries has crossed all limits as only two posts have gone into the kitty of Doda-Udhampur while Jammu-Poonch enjoyed a lion's share with the appointment of nine general secretaries. The post of secretary has somewhat similar picture to present as Jammu-Poonch segment got 10 posts of while Doda-Udhampur ends up in getting only four posts of the same category. As far as the post of organizing secretary is concerned, the story of 'partiality' in handing over the charges of the PCC to representatives from the two Lok Sabha constituencies gets repeated since only two organizing secretaries represent Doda-Udhampur while 11 such posts were given to leaders from Jammu-Poonch. Similarly, the induction of leaders into the executive body of the PCC was done in disproportionate manner as 15 leaders from Jammu-Poonch were given nod to be the members of the committee; only seven were chosen from Doda-Udhampur to be part of the body. Jammu-Poonch segment outnumbered Doda-Udhampur seat for the lone post of spokesperson as it was awarded to a representative from Jammu-Poonch. The overall number of committee members again has a huge difference in figures between the two Lok Sabha constituencies, as Jammu-Poonch's strength is 52 where as only 18 representatives are from Doda-Udhampur segment. The only saving grace in distribution of posts is that both the parliamentary constituencies have got one treasurer each and one publicity secretary each. Pointing out the unfair allocation of posts among the party activists from the two parliamentary constituencies, a senior leader from Doda wishing anonymity said that many dedicated workers have failed to understand the criteria of the party leadership in making nominations for the PCC. "The lesser representation to Doda-Udhampur Lok Sabha seat in the PCC is nothing but gross injustice with the rank and file of Congress in six districts of Doda, Udhampur, Kathua, Reasi, Ramban and Kishtwar," he said. "It is disheartening that the High Command while deciding the PCC did not even consider the fact that out of 17 Assembly segments which fall in Doda-Udhampur Lok Sabha segment, the party candidates won from four seats in the last Assembly polls whilst it bagged eight seats in the 2008 Assembly elections," he added. The anguished leader said that from Jammu-Poonch parliamentary seat which comprises 20 Assembly segments, the party managed to win only one seat in the last Assembly elections; it had won four seats in the Assembly polls of 2008. Moreover, party High Command even overlooked the fact that as many as three MLCs represent Doda-Udhampur segment while only one member of the Upper House of the state legislature hails from Jammu-Poonch segment. "High Command has made a habit of neglecting the Congressmen from Doda-Udhampur parliamentary constituency as during the previous regime of NC-Congress coalition three vice chairmen hailing from Jammu-Poonch Lok Sabha seat were nominated whereas Doda-Udhampur segment drew a blank," the disgruntled Congress leader said. "Even making heads of frontal organizations of the party, preference was given to Jammu-Poonch Lok Sabha segment as presidents of Youth Congress, Seva Dal, NSUI, Mahila Wing and INTUC are from Jammu-Poonch while representation of Udhampur-Doda Lok Sabha seat was ignored in frontal organizations too," he added. |
