Countries and Organisations that ignore merit fail in the long run

Modern resurgent democratic India has ushered in the age of supercomputers and has carved a niche among the world of nations in the field of the information technology , software development and even space applications. The success of the Mars Orbital Mission made almost all Indians proud and the chests of the Indians swelled to 56 inches with this great achievement that was made possible by the merit oriented Indian space scientists . Similarly India built her own supercomputer when America denied supercomputing technology to India due to fears of dual use of this technology. After being denied CRAY Supercomputers as a result of a technology embargo, India started a program to develop indigenous supercomputers and supercomputing technologies. Supercomputers were considered a double edged weapon capable of assisting in the development of nuclear weapons. For the purpose of achieving self-sufficiency in the field a governmental organization C-DAC was set up in 1988 and the result of the effort was the PARAM 8000 which was installed in 1991 as India's first supercomputer. India has a National Supercomputing Mission to raise India's ranking in the world of high-performance computers and to build supercomputers .The mission intends to set up 73 supercomputing facilities at academic and research institutions across the country and network them into a grid. Three of them would be India's first supercomputers capable of peta-scale computing and would join a global league of just 37 such machines. Peta-scale computing refers to the ability to add at least a quadrillion (1,000 trillion) real numbers in a second. This speed is equivalent to thousands of high end laptops working in tandem. This seven-year plan has been divided into two phases - the first three years for construction of the machines and the next four for the applications that will use this grid. The supercomputers will occupy a space of over 20,000 square feet, or the size of 10 three-bedroom apartments. At present India has only few supercomputing machines in the world's top 100 . Its fastest supercomputer at the Pune-based Indian Institute of Tropical Meteorology is not even among first fifty . A little less than half of all supercomputers in the top 500 are in the US. But the world's fastest, Tianhe-2 (MilkyWay-2), belongs to China's National University of Defense Technology . China has 75 other supercomputers on the list nearly as many as Japan (30), France (27) and Germany (23) put together. Our country's proposed new supercomputing grid could provide India a supercomputer machine in the top 20 list in the world and this could make a world of difference to the quality of research in the country. The Engineering problems such as weather and climate modeling , computational fluid dynamics, computational structural mechanisms are some areas of applications. Space research can also get a boost . The most important use of supercomputers for our state of J & K could be the accurate weather forecasting that can help the government to be prepared for any calamity like floods , excessive rainfall etc.
But how can India develop into a technology driven country that can produce world's fastest supercomputers , best defence equipment , best submarines , best nuclear plants , best nuclear submarines , best armaments , best tanks , best medical facilities and best space facilities ? All this is possible if and only if India and her leaders learn to respect the merit among the common people of India . The leaders and politicians of our country must learn to show respect to the meritorious officers , meritorious doctors , meritorious engineers and meritorious scientists . It is really a shame that in our country the best talent among the youth goes for administration services and not the technical services . The technical services and the research facilities in our country should attract best talent among the people of India . Only then can our country become a technology driven country . But it is seen that even in the governmental technical services most of the effort is to maintain records and maintain status quo and many officers become administrators rather than the technical persons . The administration should be minimum in such technical services . We all know that merit is very important for any country or any organization to succeed . The countries where there is no freedom of speech and where there is no consideration of merit fail in the long run . Similarly the organizations where the voice of the employees is not listened and where there is no consideration of merit and where chaplusi in the name of discipline is imposed on the hapless employees tend to fail in the long run . The merit and luck desert such country and such organization . The private sector is booming in our country because there is consideration of merit in that sector . The private sector gives more importance to the merit of the employees rather than the chaplusi cum discipline . Without the importance given to merit , no organization or no country can compete in today's competitive world . Let us consider an imagenary scenario just like some bollywood movie where the upper castes and classes viz KSHATRIYA GUPTAS have become arrogant ; Rajputs have made their own lobby ; Brahmins and pandits in this imaginary scenario loot people in name of religious rituals and various superstitions ; Arora , Ahuja , Agarwal and Khatri merchants in this imaginary scenario loot people by way of hoardings and market manipulations in their businesses and the downtrodden sections like Dalits and mahadalits have also made their own lobby within the country at macro level and within the public organizations at micro level . In such a scenario those people who have merit but dont have any lobby suffer the most . In such cases the leaders of the countries at macro level and the leaders of the organizations at micro level should take due care of the merit particularly in case of science and technology fields because with scientific research , nation can produce high quality seeds that help farmers to obtain higher yields from their lands , scientific progress can ensure that nation is not dependent on foreign aid in case of medicine , air travel etc . Only meritorious persons can take any organization forward . Any country or any organization that ignores merit is doomed to fail . The biggest danger is from the unmeritorious persons who somehow reach at some position and then create chaos by doing illegal and unconstitutional acts .
It is a well known fact that there is some opposition to the reservations in government jobs granted to schedule castes and schedule tribes and other backward castes in our J & K state by an anti reservation group . Their main argument is that there are poor people in every caste and so economic criteria should also be the basis for granting reservation benefits . There is also some opposition to reservation benefit in promotions . Recently a meeting of state Arakshan Virodhi Manch (AVM) a movement against discrimination was held in Jammu where it was pointed out that the benefits of reservation should be given to the people who are needy and deserving irrespective of their caste, creed , colour and religion and reservation should not be for people who are affluent and are in a position to send their children for education in big schools . Further it is also found out that many schedule caste officers who are well placed in governmental organizations keep their surnames that look like upper caste surnames . There are instances where one can find schedule caste officers with surnames like singh , bhardwaj , roy etc . There is nothing wrong in this in my view but the common people of India have the right to know the truth . As it is found out that more and more castes and even religions are clamoring for the reservation benefits , it should be made mandatory that the reservation quota should be mentioned in the name plates of such officers . This quota of reservation can be schedule caste quota , schedule tribe quota , OBC quota , sports quota , defense quota , RBA ( resident backward area ) quota and the ALC ( actual line of control ) quota . There was a move to grant reservation to muslims in Andhra Pradesh and Maharashtra . If this is available then this quota should also be mentioned . When kashmiri pandits migrated from Kashmir in ninties , they were given many benefits such as admission to their children in technical colleges in various states . Such quotas should also be mentioned . It is just a suggestion as the ultimate decision is always of the government of the day . This move can lessen the demand by various castes to include them into reservation fold . After all in our democratic country the people have right to know the truth . The reservation policy of the government is to be respected because the government has much more data and has her own intelligence and thus I totally respect the policy of the government but as a humble citizen of India I can give suggestions for making our country technology driven . This country is not only for the SC/ST/OBCs but for all the people of India including the general category people or the bhadarlok as they were called before the independence in 1947 . The bhadarlok society consisted of the KSHATRIYA GUPTAS , brahmins and pujaries , Arora , Ahuja , Agarwal and Khatri merchants and even kayasthas etc . Similarly there were very less divisions or castes in the Aryan society . Later on all this got compartmentalized and things became murky . But in our present times our country is blessed to have a prime minister like Narendra Modi Ji who knows how to make our country technology driven . As our PM said all this can be done by those who have 56 inch chest .
