College lecturers without salary for several months, Why? | | | That during the previous NC-Congress coalition Government monthly salary of over 40000 teachers, recruited under the Sarv Shiksha Aabhiyan (SSA)was withheld for full financial y ear of 2014-2015 in Jammu and Kashmir, indicates the level of poor governance. Poor governance not only on the part of the NC-Congress Government in Jammu and Kashmir but also on the part of the Congress led UPA Government. What was unfortunate and intriguing is the way the then Union Human Resources Development Ministry had not bothered to look into the novel method of withholding the salary of these poor teachers for over one year. See the difference between the PDP-BJP Government in Jammu and Kashmir alongwith the BJP led NDA Government in the centre and that of the previous NC-Congress Government in the state alongwith the previous Congress led UPA Government in the centre. If during the previous regimes neither the state Government nor that Government of India acted to mitigate the problems of teachers this time both the union Government and the PDP-BJP Government in Jammu and Kashmir released the required funds and a provision for releasing Rs.500 crores to 4,0000 teachers recruited under SSA. In fact withholding the monthly salary to several thousand SSA teachers is a new record on poor rather mis governance set by the previous NC-Congress coalition Government. Now that the PDP-BJP Government has initiated measures on its side besides securing release of over Rs.150 crores from the HRD Ministry the coalition Government is expected to look into other aspects of either malfunctioning instances of the previous coalition Government or various scams which had cost the state and the central Government exchequer dearly. There are many skeletons in the cupboard of the previous Government and the PDP_BJP coalition Government’s duty is to unravel these skeletons and ensure that no ministers from the camps of BJP and the PDP committed any irregularities, administrative or financial. While doing so the PDP-BJP Government has to initiate measures that would make working of the ministers and senior bureaucrats transparent. Let the Government headed by Mufti Mohd. Sayeed set a new record on “vikas”(development) and the BJP led NDA Government, despite its financial constraints, is quite willing to provide liberal financial assistance to Jammu and Kashmir. Well even the previous Congress led UPA Government had been quite liberal in funding the plan and non-plan sectors of Jammu and Kashmir but the basic reason for poor development has been the failure of the previous Governments to ensure proper utilization of funds. It would be better for the PDP-BJP coalition Government to carry out a survey which could enable it to know which segment of employees continue to suffer either because of anomaly in pay structure or on account of inordinate delay in the release of their monthly salary. Here is the instance of several hundred college lecturers, most of them working in colleges which were opened during the last six to eight years. These college lecturers have received their monthly salary after several gaps. In certain cases their salary was released after a gap of four to six months and then for another four months their salary was withheld for which the Government had no valid reasons. And most of the lecturers would blame the previous NC-Congress coalition Government. However, this legacy seems to have been inherited by the PDP-BJP Government. It is so because there are several hundred college lecturers, especially those serving in districts, who have not received their monthly salary for the last three to five months. Whenever they want to know the reasons for the delays they are told that the Education Department has not received funds. If not anybody else the Deputy Chief Minister, Dr Nirmal Singh, and the Minister for Education, Naeem Akhtar,are supposed to look into the matter and initiate measures that would relieve college lecturers of their financial aches. |
