Why NDA Govt discriminates Pak refugees in Jammu? 6/16/2015 11:49:07 PM The BJP led NDA Government has granted citizenship to about 4300 Hin dus and Sikhs from Pakistan and Afghanistan who had fled the two countries to seek refuge in India. In fact after fleeing from Afghanistan and Pakistan they were initially treated as refugees in the states of India they lived during the last several years. The main reason for their migration or what may be called exodus from Pakistan and Afghanistan to India has been their persistent persecution in those muslim countries where they used to be treated not only second grade citizens but were given a raw deal from the people, from the establishment in Islamabad and Kabul. In reality when the establishments in Kabul and Islamabad felt helpless in front of extremists, fundamentalists and terrorists the successive Governments in Pakistan and Afghanistan failed to provide any succour to these hapless Hindus and Sikhs. These Hindu and Sikh refugees from Pakistan and Afghanistan opted for settlement in India on two ground. First India being in the neighbourhood of Pakistan and Afghanistan these refugees migrated to a country where democracy has been flourishing and where non-Hindus too are safe and enjoying all fundamental rights. The NDA government has claimed it had granted citizenship to nearly 4,300 Hindu and Sikh refugees from Pakistan and Afghanistan in its one year of being in power, nearly four times the number granted to such persons in the preceding five years under UPA-II. According to officials in the government, this rapid increase in granting citizenship is in keeping with the BJP's stated aim of positioning India as a 'natural home' for Hindus fleeing persecution anywhere in the world, a policy similar to Israel's Law of Return that grants only Jews the right to return and settle there. This policy was outlined in the BJP's election manifesto for the 2014 Lok Sabha elections.If the trend continued the BJP led NDA Government may grant citizenship to Hindu and Sikh refugees from Bangladesh if the need arose. There is demand for Indian citizenship from Hindu refugees from Pakistan who are temporarily living in Rajasthan. In fact several thousand Hindu and Sikh refugees from Pakistan have arrived in India, during the last six to seven years, on visa.in 2014 over 10,000 refugees from Pakistan have been given long term visas in Madhya Pradesh. 11000 such visas have been given to refugees living in Rajasthan and 4,000 in Gujarat. Well this way India seems to have become a safe haven for Hindu and Sikh refugees from Pakistan and Afghanistan. These refugees deserve financial, moral and material help from India because they have left behind fortunes in Pakistan and Afghanistan where they had settled as traders and transporters. If India has demonstrated such a liberal attitude by granting citizenship to several thousand Hindu and Sikh refugees what about a few thousand refugees from Pakistan who have settled in Jammu during the last 40 to 68 years ? Well the BJP had promised them that citizenship rights would be granted to them once the BJP received support from the voters not only in the region of Jammu and but at the national level. The BJP has won power in the centre and its state unit had bagged 25 out of 37 Assembly seats in the Jammu region besides all the three seats ,one from Ladakh and two from Jammu. But the central Government has not been able to fulfill its promise. Why? The state of Jammu and Kashmir has its separate citizenship law. Under this law citizenship rights cannot be granted to non-state subject. These refugees from Pakistan are treated as non-state subject while those from Pakistan occupied Kashmir are treated as state subjects. These POK refugees have already been granted citizenship rights. The only visible benefit the Government of India has given to the refugees from Pakistan, settled in Jammu, is their entitlement for securing jobs in the Armed forces and paramilitary forces. Since the Kashmir centric PDP and the National Conference continue to oppose grant of citizenship to these refugees from Pakistan the BJP and its allies cannot amend the state constitution.
