Employment programs denied, deserving youth left in lurch | JK's backward places facing official wrath | | Peerzada Ummer

Srinagar, July 4: The J&K government has out rightly ignored far flung areas of the state, with local youth given no benefit at all out of the much-hyped employment generation schemes. For example, the seed capital fund scheme launched under Sher-e- Kashmir Employment & Welfare Program for Youth (SKEWPY), which was aimed to provide seed capital fund to the willing candidates for starting self-employment ventures, proved to be a flop show in the backward areas of the state with the government taking no measure to aware the unemployed youth in far flung areas about such an initiative. Documents in possession of the Early Times reveal that due to the lack of awareness in the backward districts, the coverage under the scheme was mere 0.87 percent of the total coverage. Out of the total 3118 units which were established in JK, 1261 units which is about 40 percent of the total had been covered in the capital cities of Srinagar and Jammu. For these two cities, seed capital to the tune of Rs 43.85 crore out of Rs 106 crore has been issued. But ironically, in the backward areas of the state including Kishtwar, Reasi, Kragil and Ramban, the coverage under such a scheme was mere 0.87 percent. Reports informed that there was no awareness at all launched by the authorities over introducing the seed capital scheme in the far flung areas. Though the youth of the backward districts of the state expressed much interest in seeking the assistance for starting their own ventures, the non-serious approach of the state authorities again have left the people there in lurch. "There were scores of youth living far away from the capital cities of Srinagar and Jammu who wanted to take benefit out of the government schemes, but there was no heed paid by the government over such issues," said an official, pleading anonymity. The full seed capital fund of Rs 106 crore was released in a single instalment to 3118 applicants, resulting in retention of huge interest free funds with the J&K Bank and concomitant loss to the state government. Such a measure goes contrary to the norms of the seed capital scheme which was to release payments to the entrepreneurs in instalments. After the release of the first tranche of loan, the release of further instalments is subject to meeting the benchmark in the DPR by the entrepreneur. The scheme was given much hype when launched in December 2009 and is being implemented by the JKEDI and the J&K Bank. The scheme claims to be envisaging counselling, guidance and training in entrepreneurship and providing of seed capital fund to the willing candidates for starting self-employment ventures within age group of 18 to 37 years and having minimum qualification of 10+2. |
