HC directive on formation of SAC, completion of departmental inquiries | | | Early Times Report
Jammu, Sept 15: A high court division bench of Justice Dhiraj Singh Thakur and Justice Janak Raj Kotwal today directed the state government to take appropriate decision within six weeks with regard to the filling up of the vacancies for J&K State Accountability Commission (SAC) and also for finalisation of 147 departmental inquiries. When the PIL came up for hearing, the bench's attention was drawn towards the latest status report filed by GAD wherein in para 4 it was submitted that the department of law, justice and parliamentary affairs had already initiated the process of filling up of the vacant positions in SAC. It was submitted that the names of some probables had already been empanelled and the government had only to finalise the panel so prepared. It was submitted that the highest anti-graft body of the state was lying defunct for the last more than one year and appropriate directions were warranted to the law department to take a final call in the matter. SAC's counsel also vociferously argued for issuing a time bound direction to the state to take a final call with regard to the filling up of vacancies in SAC. The attention of the bench was also invited towards the non-finalisation of 147 departmental inquiries with the submission that GAD had further sought six weeks time for completion of the same. After considering the submissions, the bench directed the state to take appropriate decision in the matter within six weeks and looking into the importance of the case directed the Registry to list it after six weeks.
